OREANDA-NEWS. October 25, 2012. The Expert Council at the Federal Antimonopoly Service (FAS Russia) for Developing Competition in Information Technologies had a meeting, reported the press-centre of FAS Russia.

The first speaker was Svetlana Yenfimovskaya, Executive Director of “Otechestvenny Soft” Association of Software Developers. She discussed the methods for providing equal competitive opportunities for Russian software developers in comparison with foreign vendors.

The proposals put forward by Svetlana Yenfimovskaya caused considerable interest of the audience as well as disputes regarding tax stimulation of high-tech companies.

The next speaker was Andrey Sviridenko, the Board Chairman of “SPIRIT”, who emphasized importance of public statistics on state software procurement.

He made several proposals for developing competition in the state sector of the Russian Federation. “Only the state can generate demand for competitive Russian software products”, pointed out Mr. Sviridenko.”It is necessary to introduce amendments to the law on state procurement – at least one Russian vendor must participate in a tender for purchasing software”.

“We are prepared to discuss in the near future with the Ministry of Communications the measures for stimulating and leveling the conditions for high technology companies in software development. It concerns mandatory reporting, classification, and understanding what motivates customers to choose particular software”, said Deputy Head of FAS Anatoly Golomolzin.

At the end of the meeting, the Expert Council discussed the Report “On the State of Competition in the Russian Federation”.
