FAS Takes Part in Forum on Infrastructure Projects
OREANDA-NEWS. October 25, 2012. The 4th National Forum “Russia’s Infrastructure Projects: Investment Road Map” took place. The Head of the Department for Electric Power Industry of the Federal Antimonopoly Service (FAS Russia), Vitaly Korolyov, took part in the Forum, reported the press-centre of FAS Russia.
At the Forum there was a Round Table “Russia’s Energy Infrastructure: Investments and Development Projects” focused on finding solutions of the most pressing issues of managing and developing electric network industry, attracting investments as well as the most significant risks in electric power industry. The Round Table also emphasized importance of the long-term infrastructure planning and forecasting, its transparency and understandability for investors.
“High degree of self-regulation is a positive industry trend – we mean functioning of the wholesale market on the basis of the mechanisms and solutions generated directly by the market community, first of all, under the umbrella of the Advisory Council of the “Market Council” Non-Commercial Partnership. As an example, last week a decision was made to abolish the outcomes of competitive outtakes on the basis of FAS petition regarding signs of price manipulation in the “Volga” free power transfer zone. This decision was not simple; it shows maturity of self-regulating mechanisms within the industry when instead of profit-gaining to the foreground comes importance of building-up fair market rules and adequate price signals on the basis of economically justified interests of all market participants, including consumers of electric power”, pointed out Vitaly Korolyov.
