OREANDA-NEWS. October 19, 2012. Deputy Head of the Department of Fuel-and-Energy Complex, of the Federal Antimonopoly Service (FAS Russia), Olga Smirnova, took part in “Oil-and-Gas Service in Russia” Conference, reported the press-centre of FAS Russia.

In particular, Ms. Smirnova made a report on “Evaluating Oil-Services Markets for the Purposes of Antimonopoly Control”, summing up intermediary results of an analysis of oil-services markets carried out by FAS Russia. In particular, she emphasized that the oil-services market is an important element of the institutional environment of the crude oil market. The report discussed some difficulties of evaluating the product and geographic market boundaries.

“A survey of the largest oil companies revealed over 200 types of oil-services works; for more than 17% of such works oil companies did not have alternative contractors. Market studies indicates absence of dominant companies on such markets and possible restrictions related to dissemination of information”, said Olga Smirnova.

FAS carried out the market survey to analyze the state of competition, expose dominant companies, possible market entry restrictions and the impact of oil services markets upon an adjacent market of crude oil. The market survey will be completed and the results will be placed at FAS official web-site in December 2012.
