Head of FAS: Institute of Warnings Showed Good Results
OREANDA-NEWS. September 28, 2012. Improving the antimonopoly law was mostly completed in 2012. The goal of the Federal Antimonopoly Service and its regional bodies for the near future is to focus on increasing enforcement efficiency. The Head of FAS Igor Artemyev, made this announcement, speaking at the III Russian - American Conference “The Modern Antimonopoly Law and Judicial Practice in Russia and the U.S.” , reported the press-centre of FAS Russia.
According to Mr. Artemyev, the institutes of warnings and cautions, introduced by “the third antimonopoly package”, have proved to be a positive experience in 2012. “In the first six months of 2012 FAS and its regional bodies issued 603 warnings on violating the antimonopoly law. The companies executed 74% of the total number of the issued warnings on schedule”, said Igor Artemyev.
On the one hand, members of the general public will have an opportunity to defend their rights more быстрее, on the other - business will be able to avoid “turnover fines, while the burden on FAS and judiciary will be reduced and they will concentrate on truly important antimonopoly cases.
“We would like to reduce nearly 12,000 antimonopoly cases per year to 3,000”, stated the Head of FAS.
As one of the most important priorities of FAS efforts for the near future, Igor Artemyev highlighted cases against the authorities that still are the main violators of the antimonopoly law in Russia.
“At the moment the system of state preferences is not regularized. It must be reformed because companies that are granted state preferences are in a more advantageous position in comparison with their competitors that were not granted such subsidies or other privileges”, believes the Head of FAS.
Igor Artemyev also advocated reforming the system of procurement by natural monopolies and state-run companies.
