Uzbekenergo Looks for Consultants to Manage its Project
OREANDA-NEWS. September 18, 2012. The Republic of Uzbekistan has applied for a loan (the Loan) from the Asian Development Bank (ADB) to finance construction of 500/220kV Namangan Substation including the 500kV transmission line from Novo-Angren Thermal Power Plant to the Namangan Substation and rerouting of two single circuit 220 kV transmission lines (the Project). Part of the Loan proceeds will finance the Project Implementation Consulting Services. The Executing Agency of the Project, State Joint Stock Company Uzbekenergo (Uzbekenergo), intends to employ a firm of consultants (hereinafter called “the Consultant”) to manage and supervise the implementation of the Project, reported the press-centre of Uzbekenergo.

The Executing Agency of the Project, State Joint Stock Company Uzbekenergo (Uzbekenergo), intends to employ a firm of consultants (hereinafter called “the Consultant”) to manage and supervise the implementation of the Project.
The Consultants will be responsible for review of the designs and drawings and supervision of works during implementation stage including installation, testing and commissioning up to handing over. The Consultants will also assist the fulfillment of Environmental Management and Monitoring Plan (EMMP) and Land Acquisition and Resettlement Plans (LARPs) and will be responsible for preparation of corresponding reports indicated in the Terms of Reference, which are available on the website of Uzbekenergo: www.uzbekenergo.uz
The implementation period is 54 months.
The consulting firm will be selected in accordance with Quality and Cost Based Selection Procedure following ADB’ s Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers, 2010.
The consulting firm (s) should have demonstrated experience in the design and supervision of the construction of 400kV and above rating transmission lines and substations. The services to be provided by the consulting firm(s) are estimated at 78 person months of international and 220 person months of national consultants.
Interested consulting firm(s) should submit Expressions of Interest (EOI) in five (5) copies will the following details:
a. Name of the firm / lead firm and joint venture partners, subcontractor(s), if any with registration documents and address, and other correspondence details, including the country of incorporation of each firm.
b. General and overall experience of the firm (s)
c. Specific experience in transmission and substation system of 400kV and higher rating.
d. Work experience in similar geographical regions and countries.
e. List of similar works in hand and works carried out in the last 5 years.
f. Audited accounts/ financial statements of the participating firm (s) for the last three (3) years.
g. Availability of appropriate professional qualifications and experiences among permanent staff and resources to carry out the assignments in Uzbekenergo.
Expression of Interest by interested and qualified consultants must be delivered by October 16, 2012 before 16:00 hours Tashkent time and be clearly marked “Expression of Interest for Consulting Services for the Implementation of “Namangan 500kV Power Transmission Project” at the address, given below. Submission by e-mail and fax is also acceptable.
One copy of the EOI along with attachments shall be sent to ADB by courier, mail, email, or fax at the address given below.
Uzbekenergo reserves the right to accept or reject any or all the EOIs without assigning any reason whatsoever and without incurring any liability to the affected applicant(s).
Uzbekenergo or ADB will not be responsible for any expenses incurred by the firms in connection with the preparation or delivery of the EOIs.
