FAS: Non-Commercial Partnership Is Main Expert Site
OREANDA-NEWS. September 17, 2012. The Head of FAS Igor Artemyev took part in a meeting of the members of the Interstate Council on Antimonopoly Policy (ICAP) with the members of the Non-Commercial Partnership, reported the press-centre of FAS Russia.
The Head of FAS greeted the attendees and pointed out that the antimonopoly bodies of the CIS member-states have a very productive cooperation on the basis of the Interstate Council, and the Non-Commercial Partnership serves as the main expert site for the antimonopoly bodies. “The Non-Commercial Partnership suggested using the institute of warnings, and currently this practice is being very successfully employed by FAS”, said Mr. Artemyev.
Then Igor Artemyev informed the participants that FAS was devising a new strategy of developing the antimonopoly authority, which would be comprehensively discussed with the Non-Commercial Partnership. “We would like to engage members of the Non-Commercial Partnership in the work for writing detailed article-by-article comments to the Federal Law “On Protection of Competition”, emphasized the Head of FAS.
Mr. Artemyev also discussed educational and informational activities that are part of cooperation between ICAP and the Non-Commercial Partnership. Igor Artemyev invited his colleagues form the CIS states to the new Training-and-Resources Centre of the Federal Antimonopoly Service in Kazan and emphasized that the FAS Centre offers an excellent opportunity to organize international events, and video-conferences with numerous participants.

ICAP is the main platform for cooperation between the antimonopoly authorities of the CIS member-states. The range of issues discussed by ICAP is constantly expanding, covering all areas of the work of competition authorities in the CIS. In the future, cooperation within the CIS can for the basis for developing a supranational system for regulating competitive relations on the cross-border markets in the CIS space and be an analogue of the European model for regulating such relations. The Russian Federation is represented in ICAP by the Head of FAS Igor Artemyev.
