The audit is to be carried out in 4 residential houses, different in building materials and building technologies, in 4 pumping stations, 4 schools and a kindergarten. The street illumination system in Dacia Boulevard is also to be inspected. On the basis of the audit report proposals will be drawn up to make energy use more efficient.

The audit is to be fulfilled on the basis European methods, since legislation of Moldova does not regulate order of the energy efficiency audit. As Sergiu Aparatu, energy efficiency project expert informs, at a sitting of the working group developing the Plan of Action for sustainable energy, the audit will be carried out by a local company. As he explains, most devices, equipment and technologies have been used since the Soviet Union times and local specialists will understand their peculiarities better than foreign ones.

Technical expert from Romanian Catalin Diacu notes that it is especially difficult to save energy in the residential houses because the prices are calculated on the basis of a floor space but not on the basis of a real consumption. “Under such conditions it is much more difficult to persuade consumers to modernize their houses in order to save more energy.” In Iasi pipe insulation and network modernization reduced energy losses by 90%”, he states. Liviu-Eduard Pungaru, Adviser for the National Energy Regulatory Agency of Romania, stressed that horizontal connection to a heating system is more profitable since it allows cutting off debtors without causing discomfort to other consumers.

At present, a system of vertical connection is set in all buildings of Chisinau. At the sitting participants identified indicators necessary to calculate volumes of energy consumption and green gas discharge. This was the fourth sitting of the PAED working group. The project is being implemented under backing of the European Commission.
