OREANDA-NEWS. August 27, 2012. The Commission of the Office of the Federal Antimonopoly Service in the Nizhny Novgorod Region (Nizhny Novgorod OFAS Russia) found that “LUKOIL-Volganefteproduct” Ltd. violated Part 1 Article 10 of the Federal Law “On Protection of Competition” (abusing market dominance), reported the press-centre of FAS Russia.

Investigating the case, Nizhny Novgorod OFAS Russia established that “LUKOIL-Volganefteproduct” Ltd. had dominant position on the market of small wholesale sales of fuel in the Nizhny Novgorod region. The company’s market share exceeds 35%.

During 2011 fuel crisis, “LUKOIL-Volganefteproduct” Ltd. created discriminatory conditions for economic entities in small wholesale of motor petrol, grades АI-92 and АI-95 (from oil depots).

Currently, OFAS is considering initiating an administrative case.

“In the period of fuel shortage in the Nizhny Novgorod region, which was the gravest in May – September 2011, the company was receiving applications for fuel supply. However, “LUKOIL-Volganefteproduct” Ltd. did not always deliver fuel in full, and in some incidents refused to deliver fuel. At the same time, applications of other economic entities were satisfied to the full extent. As a result of such actions of “LUKOIL-Volganefteproduct” Ltd., OFAS found that the company violated the antimonopoly law”, commented the Head of Nizhny Novgorod OFAS Russia, Mikhail Teodorovich.
