OREANDA-NEWS. August 17, 2012. The Office of the Antimonopoly Service in the Leningrad Region found that “Lenenergo” OJSC - a network company violated the antimonopoly law for failure to execute contracts for technological connection to electric networks, reported the press-centre of FAS Russia.

On 9th August 2012, the Office of the Federal Antimonopoly Service in the Leningrad Region (Leningrad OFAS Russia) found that the company violated Part 1 Article 10 of the Federal Law “On Protection of Competition”.

Earlier Leningrad OFAS Russia initiated a case “Lenenergo” OJSC upon petitions from residents of Vsevolozhsk, Gatchina, Tosna, Luga, Kirovsk and Lomonosov districts of the Leningrad region. The petitioners complained that the network organizations failed to execute contracts for technological connection to electric networks.

The petitioners concluded technological connection contracts with “Lenenergo” OJSC in 2009, 2010, and 2011. “Lenenergo” OJSC included the applications in its investment programmes, but the works for technological connection were not carried out. Representatives of the network organization explained that contractors were responsible for failure to meet the deadline, as they had failed to honour contract obligations. However, “Lenenergo” OJSC was unable to submit documentation to the Commission of the antimonopoly body confirming the guilt of the third parties. It corroborated omissions by “Lenenergo” OJSC.

The Commission made a decision not in favour “Lenenergo” OJSC and transferred the case file of a responsible official of Leningrad OFAS Russia to consider imposing an administrative fine.

“There are no doubts that the top officials of “Lenenergo” OJSC are undertaking measures to connect residents to electric power networks in accordance with the existing legislation. However, the number of complaints from residents of the Leningrad region proves that the efforts are not efficient enough”, emphasized the Head of Leningrad OFAS Russia, Vadim Vladimirov.
