OREANDA-NEWS. August 08, 2012. Licenses will be issued by direct grant of up to 31 December 2012 after paying the appropriate fee.

The provision of license to use radio frequencies in the band 2500-2690 MHz in order to provide network services to mobile and land-based public electronic communications of the fourth generation (4G), with broadband access, standard LTE, is contained in the Administrative Board decision on the establishment of NARECIT licenses use of radio frequencies in the bands 2500-2690 MHz and 3600-3800 MHz.

Decision will come into force on the day of publication in Monitorul oficial. Licenses will be issued on the basis of applications filed at the invitation of NARECIT by existing three operators of mobile telephony (Orange Moldova, Moldcell and Moldtelecom) after payment of fee of USD 10 million set by the government in the above decision. If before the end of 2012, one or more licenses is not requested, NARECIT will put them on competition.

Resolution of the Administrative Board NARECIT also provides for issuance of license to use radio frequency sub-band 3750-3800 MHz, breadth 50 MHz, 3600-3800 MHz in the band for provision of networks and electronic communications services of broadband access. This license will be granted on the basis of open competition. The fee for license will be set as a result of the competition, which begins with a minimum bid of \\$ 1 million. NARECIT will announce its invitation for filing of applications for granting of licenses after approval of the license terms, the project which is currently undergoing a public consultation on the agency's website.

The license is issued for a period of 15 years and is valid throughout the territory of Moldova. In 2011-2012 three mobile telephony operators tested access technology in LTE standard, based on provisional licenses to use frequency band 2500-2690 MHz, issued by NARECIT. According to reports submitted by operators, the test results were positive and close to the parameters declared by the manufacturers of equipment in technical terms.

The standard LTE (Long Term Evolution), the so-called 4G, is a wireless technology based on IP technology, which provides high speed data transmission. The new technology will significantly improve access to mobile Internet, providing speeds of up to 100 Mbps when downloading files and up to 50 Mbps at uploading, improve interactivity and ability to transfer data, possibility of video conferencing in mobile format, provide mechanisms for management and viewing at distance of slides M2M (machine -to-machine), the installation of private mini-networks HOME or Enterprise Office and access to digital TV SD / HD and 3D IPTV with mobile phone as a set-top-box, and a laptop connected via modem to 4G mobile network of the last generation.
