OREANDA-NEWS. August 06, 2012. Deputy Head of the Federal Antimonopoly Service (FAS Russia) Anatoly Golomolzin took part in the Round Table - “Unified Competition Policy – is a Necessary Condition for Establishing and Effective Functioning of the Common Economic Space”. The Round Table was organized in Karaganda (the Republic of Kazakhstan), reported the press-centre of FAS Russia. 

At the Round Table Anatoly Golomolzin made a presentation “Practical Aspects of Cooperation between the Antimonopoly Authorities of the Member-States of the Common Economic Space and the CIS”. Deputy Head of FAS emphasized the real need for expanding effect-oriented cooperation between the antimonopoly authorities of the member-states of the Common Economic Space. Specifically, in investigating violations of the antimonopoly law involving economic entities of other countries due to launching the Customs Union and establishing the Common Economic Space of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation.

According to Anatoly Golomolzin, national antimonopoly bodies possess the set of tools necessary for such cooperation. In particular, the antimonopoly law includes norms that determine its extraterritorial application, possibility to use various forms of cooperation specified in the Agreement on Common Principles and Competition Rules of 9th December 2010. Such forms comprise: notifications, requests for providing information, requests and instructions for certain procedural actions, informant exchange, enforcement coordination.

“Experience of other countries is irreplaceable for developing effect-oriented cooperation between the member-states of the Common Economic Space (CES), in particular, experience gained through efforts of various international working groups. Representatives of the national antimonopoly bodies of three member-states of the Common Economic Space take part in such working groups that are formed by a FAS initiative to research performance of the markets of oil and oil products, pharmaceuticals, telephony. One can hardly overestimate the 20-year experience of the Interstate Council for Antimonopoly Policy (ICAP), in the work of which representatives of Russia, Belarus and Kazakhstan are actively involved”, is convinced Anatoly Golomolzin.

Deputy Head of FAS paid special attention to the studies completed by ICAP on such socially-important markets, as passenger air transportation and international telephone communications with the use of roaming.

Anatoly Golomolzin also covered controversial issues of performance of the markets that are of high social importance for the citizens of CES member-states, successful functioning of which is a guarantee of establishing common economic space.

“Active cooperation of the authorized bodies of the parties, including antimonopoly authorities, will facilitate resolving the existing issues. A special role here will be played by the Eurasian Economic Commission – the single standing regulatory body of the Customs Union and the Common Economic Space, with which FAS has developed close cooperation”, stated Anatoly Golomolzin.
