OREANDA-NEWS. August 3, 2012. The unique patriotic investment project of the leader of the agrarian market of Ukraine “NIBULON” on the revival of the Dnipro and the Southern Bug rivers as transport water ways will get the status of a national project soon.

The Prime Minister of Ukraine Mykola Azarov supported an address concerning this issue of the Heads of Kyiv, Kherson, and Poltava Regional State Administrations and reported that he is preparing appropriate orders.

Mykola Azarov informed about it on Thursday during a solemn opening of the newly-built up-to-date river transshipment terminal on the Dnipro river in Chyrs’ke village of Pereyaslav-Khmel’nyts’kyy district of Kyiv region. The terminal of “Pereyaslavs’ka” branch was constructed within the shortest possible time – in 3 months, the terminal became the 22nd elevator complex of the company and the 10th river transshipment terminal.

The Prime Minister highly appreciated “NIBULON’s” achievements in construction of a network of elevators with overall capacity of 1.7 mln tons of grain. He also appreciated Oleksiy Vadatruskyy, the Hero of Ukraine, the General Director of “NIBULON”, personally. “We speak much that we move to Europe. It is our real movement to foreground. It is a practical step in this direction. I thanked the General Director of the company for his strategic thinking, prospective approach. He invested earnings in the development of his company and it means – in the development of our country”, Mykola Azarov noted.

He mentioned that he is proud of “NIBULON’s” activity. “The government thanks you. We will take into consideration all those remarks specified by you”, Mykola Azarov told Oleksiy Vadaturskyy.

The Prime Minister emphasized that “NIBULON” is a successful company and solves all strategically important issues for the country without using any benefits from the state budget. It allows the company to save resources for the implementation of social initiatives.

According to Mykola Azarov the most important component of the nation-wide project is a revival of the Dnipro and the Southern Bug rivers as navigable water ways.

“Our dream is to revive the Dnipro river as the most powerful transport water way. We want to relieve roads, railway transport and to transport bulk cargoes by the cheapest transport – river transport. Now we invest considerable costs in repair of our roads. Imagine, 150 thousand of such trucks will drive along our roads, then in what condition the roads will be”, the Prime Minister announced.

He assured Oleksiy Vadaturskyy that the next year the government will allocate funds for conducting dredging works and cleaning the Dnipro river bed to improve conditions for navigation. “We need to combine the government efforts with efforts of all companies being interested in the development of such investment projects as the Dnipro river revival”, Mykola Azarov mentioned.

“The way this company works is our common strategic direction of the development of both the agrarian sector and main traffic arteries. It is great that our interests coincide”, the Prime Minister added.

According to Mykola Azarov the construction of the supermodern transshipment terminal on the Dnipro river in Pereyaslav-Khmel’nyts’kyy district is a striking example of developing good investment conditions by local authorities. He promised Oleksiy Vadaturskyy to take into consideration all business remarks concerning further deregulation of processes of getting permissions and the country’s investment climate on the whole.

“We realize that the work on deregulation performed by the government requires constant energy and the Prime Minister intrusion. We will carry out this work in future as well”, Mykola Azarov added.

It is symbolically that during a solemn opening of the 10th river transshipment terminal in Chyrs’ke village Oleksiy Vadaturskyy gave Mykola Azarov a letter written by three governors of those regions where “NIBULON” works actively, namely Kyiv, Kherson, Poltava regions. Anatoliy Prysyazhnyuk, Mykola Kostyak, and Oleksandr Udovychenko initiate to include “NIBULON’s” investment project on the revival of the Dnipro and the Southern Bug rivers as main navigable transport water ways of the country in the list of national projects, is stated in the letter.

“NIBULON’s” project can become an important component of reformation of the national transport infrastructure and integrate Ukraine into the system of European transport corridors more”, is stated in the letter in the name of the Head of the Government.

“Pereyaslavs’ka” branch and soon other terminals of Kyiv region will close a chain of river transport transshipment complexes located along the Dnipro river from the North to the export maritime terminal of “NIBULON” in Mykolayiv city.

Only at the terminal in Chyrs’ke village there will be shipped up to 250 thousand tons of grain crops on the river transport annually. Overall, the project on the revival of the Dnipro river which also includes the construction of “NIBULON’s” own fleet will allow to transport up to 3 mln tons of grain crops along the Dnipro river annually that will relieve about 46 thousand of railcars and about 120 thousand of trucks. Agrarians will get more than UAH 4 billions due to the project implementation. This amount includes both logistics saving and higher purchase prices at “NIBULON’s” enterprises as compared with competitors.

“Pereyaslavs’ka” branch became the second elevator complex of the company in Kyiv region. In December 2011 “Denyhivs’ka” branch in Tetiyivs’kyy district, the largest elevator in the region, was put into operation. More than USD 20 mln were invested in its construction.

The Head of Kyiv Regional State Administration Anatoliy Prysyazhnyuk highly appreciated the activity of “NIBULON” and expressed his confidence in Oleksiy Vadaturskyy as a reliable business partner of authorities of the metropolitan region. He mentioned that it was possible to construct the high-tech terminal in Chyrs’ke village in three months only due to the most comfortable conditions for investments created in the region.

It is our native production, it is a real patriotism of our country. I supported, support, and will support this activity of the company and make every effort Kyiv region to be developed in the same way”, Anatoliy Prysyazhnyuk noted during an opening of the terminal in Pereyaslav-Khmel’nyts’kyy region.

Traditionally, high achievements of “NIBULON” are accompanied by a high social component – a well-known “NIBULON’s” social standard. According to Oleksandr Tur, the head of Gaichin village council with Chyrs’ke village being a part of it, the company has already invested more than half a million UAH for the village infrastructure. Costs were directed to reconstruction of roads, construction of new roads, repair of school and pre-school, purchase of cars for the district emergency station and district administration of the Ministry of Internal Affairs.

The project is also highly appreciated by the international partners who give lending to “NIBULON”, such as the World Bank, the International Finance Corporation, the European Bank for Reconstruction and Development, the Danish Export Credit Fund, the Export-Credit Bank of the USA, the governments of the USA, Switzerland, the Netherlands, Sweden, Denmark.

The head of the International Finance Corporation Representative office in Ukraine Olena Voloshyna mentioned that “NIBULON” is one of the most progressive companies with ambitious team “who defines goals and achieves them”. “This is the company which creates a positive image of the Ukrainian business abroad. And every bank can be proud of having “NIBULON” as a client”, she mentioned.

Confirming that the company enjoys confidence of the western bankers, Graham Hutchison, the deputy director of the European Bank for Reconstruction and Development in Ukraine, announced that the other day the board of bank directors decided to allocate a loan in the amount of USD 130 mln to “NIBULON”.

According to Christian Schoenenberger, the ambassador of the Swiss Confederation in Ukraine, “NIBULON’s” activity is a model example of successful business which brings currency to the country, pays all taxes, and is engaged in long-term strategic projects.

“It was pleasant to hear that strategies of the government and “NIBULON” concerning investment climate and agricultural sector development coincide. We will hope that the Prime Minister’s words regarding the investment climate improvement will be realized”, the ambassador announced during an opening of the terminal in Chyrs’ke village.

Elizabeth Horst, acting economic counselor of the Embassy of the USA in Ukraine, mentioned that “NIBULON’s” projects are an example that the Ukrainian state can give a lot to the world on the threshold of global challenges of the global food crisis.

The head of the Council of Entrepreneurs under the Cabinet of Ministers, the president of the Ukrainian Agrarian Confederation Leonid Kozachenko added that thanks to “NIBULON’s” participation in the UNO Food Programs every worker of the company and also every agrarian who will deliver grain to the elevators can feel himself a participant of the global struggle against starvation.

In his turn, Oleksiy Vadaturskyy, the Hero of Ukraine, the General Director of “NIBULON”, thanked Mykola Azarov, the Head of the Government of Ukraine, Anatoliy Prysyazhnyuk, the Head of Kyiv Regional State Administration, Mykola Kostyak, the Head of Kherson Regional State Administartion, Oleksandr Udovychenko, the Head of Poltava Regional State Administration, and also other regions for assistance and support in the implementation of the large-scale patriotic investment project of the company on the revival of the Dnipro and the Southern Bug rivers as transport water ways of the country, and also for their support in the grain market infrastructure development.

“We appeal to the Cabinet Ministers of Ukraine to be at the head of the revival process of the Dnipro river and to render complete support. And together we will revive the Dnipro river. Our company is ready to do it. We need assistance in overcoming bureaucratic obstacles. As now at the regional level we are reviving the Dnipro river together with the local governors, namely Anatoliy Prysyazhnyuk, Mykola Kostyak, Oleksandr Udovychenko”, Oleksiy Vadaturskyy noted.

He emphasized that the company, headed by him, does not receive any financial support or any benefits from the state. “Our company does not use any benefits, our company is the leader in tax payment in the agricultural sector, the leader in the construction of vessels, berthing structures. We have constructed a kilometer of berthing structures. If we make a string of vessels we will have 3 km of our own fleet”, “NIBULON’s” General Director mentioned.

“Our company is used to working and not to speaking. We do not speak about mobilization of investments we mobilize them. For the last 3 years we constructed 10 enterprises, fleet and we make everything possible in order Ukraine to be a maritime state and not a country at the seaside! Our fleet is built of the Ukrainian metal, our vessels fly the flag of Ukraine and are registered in the Ukrainian register. Today we do not speak about the image of Ukraine, today we raise the image of Ukraine”, Oleksiy Vadaturskyy stressed.

According to him it is very important for both the company and the country on the whole that the government should assist in granting the status of “national” to the project on the revival of cargo navigation along the Dnipro and the Southern Bug rivers.” “We do not need any money and benefits from the state. But it is a great moral support which will decrease bureaucracy considerably and will help us to invest costs in new working places, new infrastructure for the whole agriculture, new economic breaks for Ukraine more intensively”, “NIBULON’s” General Director summed up.
