OREANDA-NEWS. July 31, 2012. The country Cabinet meeting decided to start negotiations on signing o the document. As noted Deputy Prime Minister and Minister of Economy Valeriu Lazar, the treaty itself was signed on November 25, 1998, and draft amendments refine and expand the terminology used, specify the basic principles of parallel work in connection with the reform of the industry and its adaptation to market economy.

The refined version of the treaty is aimed to improve functioning of the CIS common electric power market, expand electricity trade, improve coordination of parallel operation of power systems, improving the reliability of electricity supply in the CIS and the energy security of the Commonwealth.

In accordance with amendments to the treaty, the parties undertake to: monitor implementation of its provisions and other documents to ensure the parallel operation of CIS ES: to set up joint bodies to coordinate joint action, coordinate provision of placing and mutual power reserves, exchange of technological information within the agreed volumes; ensure unimpeded transit of electricity and power within the technical capabilities across the territories of the Commonwealth. Valeriu Lazar said that the Moldovan agreement on provision of parallel operation of electric power systems of CIS countries will remain relevant in the medium term, while its power system integrated into the CIS and electric power system works in parallel with Ukraine.

Valeriu Lazar said that after signing the protocol, Moldova will have to provide domestic hourly commercial accounting of electricity in interstate transmission lines based on agreed rules of the authorized organizations of the parties, to implement the billing system of payment for electricity.

The head of the Ministry of Economy said that the same principle applies for joining the European Network of Transmission System Operators ENTSO-E, so that the upcoming integration step is consistent with the objectives of the RM in the pan-European energy market.
