OREANDA-NEWS. July 18, 2012. The Ministry of Infrastructure of Ukraine introduces the reasonable norms of work and rest of vehicle drivers to ensure the European quality level of trucking market in Ukraine

In order to monitor the compliance throughout work shifts of drivers, the use of digital tachographs will be gradually introduced in Ukraine. A tachograph is a tool installed on a auto vehicle to indicate or record data on movements of the vehicle or on work hours of a driver in an automated or semi-automated mode. Tachograph allows for real road safety increasing, compliance with a prescribed route of movement and rest of a driver

The state control over the driving and rest periods for drivers of passenger and cargo carriage vehicles will be executed using tachograph cards

The Ministry of Infrastructure shall keep the records, issuance, cancellation, suspension, renewal and inspection for the digital tachograph cards by four types: driver (driver’s card), PST (workshop card), person authorized to exercise control (controller’s order), carrier (company’s card)

The position of the Ministry of Infrastructure is that the domestic business of passenger and (or) cargo carriage vehicles must be directed at the civilized, accepted in the EU conditions of its organization and management as well as at a higher level of social responsibility

The system of implementation of digital tachographs in Ukraine will be implemented according to the following schedule:

- on the irregular and regular special passenger traffic, on the regular intercity bus routes over 500 km and at in dangerous goods transportation – from July 1, 2012

- at the cargo carriage with vehicles of category N3 – from July 1, 2013

- at the cargo carriage with vehicles of category N2 – from July 1, 2015

The two further orders of the Ministry of Infrastructure, facilitating the organization of the market of digital tachograph services, namely the order of the Ministry of Infrastructure "On Approval of the Order of List of Business Entities that Install and Maintain the Monitoring Devices (Tachographs) for Automotive Vehicles," and the order of the Ministry of Infrastructure "On Approval of the Order of Turnover of Cards to Be Used in the Control Devices (Tachographs)", are at the endorsement stage

The Ministry of Infrastructure of Ukraine believes that the introduction of digital tachographs in Ukraine will allow for strengthening the monitoring of observance of work, rest of drivers and speed on routes  as well as for reducing the current rate of accidents caused by fatigue of drivers and speeding
