OREANDA-NEWS.  July 18, 2012. The Office of the Federal Antimonopoly Service in the Leningrad Region (Leningrad OFAS Russia) issued a determination to fine Vyborg Vodokanal” OJSC, reported the press-centre of FAS Russia.

Earlier the antimonopoly body established that Vyborg water services company had charged consumers for registering water meters, which infringed the interests of general public (in violation of Part 1 Article 10 of the Federal Law “On Protection of Competition”).

Article 14.31 of the Code on Administrative Violations of the Russian Federation specifies sanctions for such violations - an administrative fine for legal entities from 1% to 15% of the annual company’s turnover on the relevant goods market; the fine must be calculated depending on the gravity of the violation.

“We thoroughly analyzed the law of the Russian Federation regulating activities of resources-supplying organizations and concluded that commissioning installed metering devices is a responsibility of these organizations, so the costs of commissioning must be included in the tariffs for the relevant services, in this case – water supply”, emphasized Deputy Head of the Leningrad OFAS Russia, Gleb Konnov.
