FAS Assigned New Powers in Field of Electric Power Industry
OREANDA-NEWS. July 13, 2012. The Government of the Russian Federation passed No.672 Decree “On Introducing Changes to the Rules of the Wholesale Market of Electric Power and Capacity”, reported the press-centre of FAS Russia.
Under the Decree, the requirements for economic justification of price applications for selling electric power, and price applications for selling capacity are determined by the federal antimonopoly body upon approval with the federal executive body in the field of social-and-economic policy, the federal executive body that devise and implement public policy and regulation in the field of fuel-and-energy complex and the federal executive body on tariff regulation.
Under the new scope of reference, FAS will devise and in the near future will publish on its official web-site a draft Order “On Determining the Requirements for Economic Justification of Price Applications for Selling Electric Power, as well as Price Applications for Capacity Selling”.
“The main requirements will interconnect the principles described in two techniques, earlier devised by FAS and aimed at determining whether price applications conform to economic justification requirements. One of the techniques is designed to verify price applications for capacity; it is already approved by No.515 FAS Order of 10th September 2010. Another technique is designed to verify price applications for electric power and is currently submitted for approval to federal executive bodies”, said the Head of FAS Department for Control over Electric Power Industry.
