The oil forum was attended by Ildar Khalikov, Prime Minister of Tatarstan, heads of ministries and departments of the Republic of Tatarstan, top management and professionals of TATNEFT headed by Shafagat Takhautdinov, General Director of TATNEFT, Vladimir Busygin, General Director of "Nizhnekamskneftekhim", heads of petrochemical, crude oil refining and independent oil producing companies of the Republic, territorial offices of federal agencies, members of the Federation Council of the Federal Assembly of Russia, Russian Federation Federal Assembly State Duma deputies, heads of cities and municipalities of the oil region in the Republic of Tatarstan, high-ranking officers of the Presidential Office and Government of the Republic of Tatarstan, reported the press-centre of TATNEFT.       

Prior to the event the participants had visited the exhibition of advanced technologies presented by TATNEFT, RITEK and the Kazan (Volga) Federal University. An extensive exposition of TATNEFT included new Company’s development works in the area of complex design wells construction, drilling of small diameter wells with application of workover equipment, as well as technologies of dual wells’ completion and operation, methods of enhanced crude oil recovery, utilization of associated gas for power generation and others.

The exhibition stands clearly demonstrated results of implementing the program of resource and energy conservation, development operations of Ashalchinskoye extra-viscous oil field, development of geological and hydrodynamic modeling of TATNEFT’s oil fields, approaches to creation of intellectual wells and crude oil fields pursuing the aim of improving the efficiency of their operation. The animation and graphic materials presented by TATNEFT also included a demonstration of new technologies of a horizontal wellbore splitting into controlled sections for performance of bottomhole zone treatment and isolation operations; multistage hydraulic fracturing in the horizontal wellbore, etc.

Fanis Valiev, General Director of ZAO "Neftekonsortsium" Company, presented a report at the meeting on the activity results of small oil companies in the Republic of Tatarstan in the first half of 2012.

Shafagat Takhautdinov, General Director of TATNEFT Company, presented the results of the Company’s activity for the same period.

The oil and gas divisions of the Company produced 12 million 913 thousand tons of crude oil in the first half of 2012. The volume of production at the licensed fields outside the Republic of Tatarstan, in Samara and Orenburg regions, amounted to 147 thousand tons. The total crude oil production volume of TATNEFT Group of Companies increased by 79 thousand tons and amounted to 13 million 60 thousand tons.

Shafagat Takhautdinov also noted in his speech that the Company now focuses on the development and application of modern technologies in drilling allowing for active development of hard-to-recover and residual crude oil reserves. Among them there are such technologies as construction of horizontal and downhole splitter wells with concurrent multi-zonal, interval fracturing, etc.

The Company continues development of small deposits and deposits with hard-to-recover reserves. This is facilitated by the enactment of the law on the tax relief for development of small oil fields with reserves of up to 5 million tons and the depletion level of up to 5 percent. The tax relief obtained will apply to 19 license areas of the TATNEFT Group of Companies.

The decision taken by the Government of the Russian Federation to set up a preferential rate of export customs duties for the extra-viscous oil allows increasing the effectiveness of extra-viscous oil resources development.

Speaking at the oil forum Renat Muslimov, Consultant of the Republic of Tatarstan President, familiarized the participants with the problems of innovative engineering design for development of particularly difficult fields with hard-to-recover oil reserves.

The preliminary results and prospects of cooperation of the Kazan (Volga) Federal University with the oil companies of the Republic of Tatarstan were described by Danis Nurgaliyev, Vice-rector for scientific work of the Kazan (Volga) Federal University. Ruslan Tukhvatullin, Chief Engineer of "Tatnefteotdacha", delivered a report on introduction and monitoring the implementation of technological innovations at the Company.

The participants also discussed the current issues of the oil industry branch of Tatarstan and the prospects for its future development.

The oil summits with participation of the Republic of Tatarstan Leadership have been held in Tatarstan since 2001. The tradition of these oilmen annual summer gatherings has originated with the aim of elaborating a consolidated position of the governmental authorities of the Republic of Tatarstan and oil companies with regard to further development of Tatarstan's oil industry and the industry branch as a whole. In 2011 it was decided to move the venue of the summit from Yelabuga district to the bank of Karabash Water Reservoir ("Neptune" recreation camp area).

The Tatarstan Summit has always been and still remains a platform to discuss topical problems of Tatarstan oil industry and prospects for its further development. The range of the issues discussed includes pilot development of extra-viscous (bituminous) oil fields, petrochemicals production, crude oil refining, energy and resource saving, development of small deposits with hard-to-recover reserves, introduction of enhanced oil recovery technologies, government support for crude oil production at the late stage of development, improvement of legislation acts for subsoil use, etc.

Common coordinated efforts of the republican and municipal authorities, TATNEFT Company and independent oil companies, joint discussion of problems and a constructive dialogue with the representatives of the governmental authorities allow for successful operation within the frame of the overall strategy of the industry development and rational and efficient exploitation of the Republic’s deposits.
