OREANDA-NEWS. July 12, 2012. Moscow OFAS Russia issued two determinations on administrative sanctions against “MOESK” OJSC – to fine the company 100,000 Rubles twice, reported the press-centre of FAS Russia.        

“MOESK” OJSC received two applications for technological connection of energy-receiving devices on facilities. Draft contracts and technical conditions, based on the filed applications were forwarded to an interested person with gross violation of the statutory period specified in Clause 15 of the Rules for Technological Connection.

Under Clause 15 of the Rules for Technological Connection, a network organization must forward two copies of a filled-in and signed draft contract to an applicant for signing, as well as technical conditions as an essential appendix to the contract within thirty days after the date of receiving the application.

Part 1 Article 9.21 of the Code of the Russian Federation on Administrative Violations specifies liability for violating the Rules for Technological Connection to electric power networks, particularly, for violating the statutory period for forwarding draft contracts on technological connection: an administrative fine upon officials - from 10,000 to 40,000 Rubles; upon legal entities - from 100,000 to 500,000 Rubles.

Thus, upon investigating two administrative cases, “MOESK” OJSC is fined 200,000 Rubles.
