In June 2012, the Russian Presidential Academy of National Economy and Public Administration organized a 3-week course for advancing economic qualification for experts on antimonopoly law: “Analyzing the state of competition on the market for the purposes of antimonopoly regulation”. One of the speakers, opening the course, was the Head of the Department of Government Regulation of Natural Monopolies of Moscow Institute of Additional Professional Education at the Academy – Deputy Head of FAS Russia, Anatoly Golomolzin (PhD in Technical Studies), reported the press-centre of FAS Russia.

This economic course was devised by “Promoting Competition” Non-Commercial Partnership with support of FAS Russia.

The course covers the main aspects of analysis of the state of competition on the goods markets, including: legal and economic basis for market analysis; informational support of the analysis procedures; methodologies for analyzing product and geographic market boundaries; evaluations of market entry barriers; use of time intervals in market analysis, etc.

The course programme focuses on various characteristics in market analysis, in particular: market structure, vertical integration, dominant position of buyers, collective dominance position, and cross-border market analysis; which are illustrated with examples from FAS practice on the markets of oil products, electric power, telecommunications, etc., as well as with examples from experiences accumulated by other countries.

Listeners had a unique opportunity to be taught by top FAS specialists and the leading market experts and do in-depth study of major complex, pressing issues of market analysis – the key element of decision-making in antimonopoly regulation. In future, the Russian Presidential Academy of National Economy and Public Administration will offer the course on a regular basis.
