OREANDA-NEWS. July 06, 2012. The Federal Antimonopoly Service (FAS Russia) terminated a case against “Soglasie” Mediation Agency” Ltd. (coordinating economic activity - Part 5 Article 11 of the Federal Law “On Protection of Competition”), reported the press-centre of FAS Russia. 

Investigating the case, FAS established that “Soglasie” Mediation Agency” Ltd. published on its web-site and sent over 65,000 letters proposing to conclude “contracts for mediation services”. The substance of the proposals was mutual supply of information through the Agency about all persons who were known to wish part in electronic auctions for the right to complete construction works.

“Thus, the Agency attempted to organize cartels between construction companies at auctions for state and municipal needs with the aim to maintain prices. FAS found that actions of the Agency failed to reach its goals”, says the Head of FAS Cartel Department, Alexander Kinyov.

FAS forwarded the case file to the Prosecutor’s Office of the Voronyezh region, which concluded that “Soglasie” Mediation Agency” Ltd. had been involved in operations not related to mediation services and issued a representation. The Office of the Ministry of Interior for Voronezh also took part in the inspection.

“FAS also asks the Prosecutor’s Office of the Voronyezh region to restrict access to the company’s web-site because it contains unlawful information, which infringes the interests of society and the public”, added Alexander Kinyov.
