ROSATOM Became One of Rating Leaders of Innovative Programs
OREANDA-NEWS. June 27, 2012. ROSATOM, RusHydro and FGC UES have become rating leaders of the innovative development programs of the Russian state-owned companies, which was presented at the forum “Russian Innovations” on Wednesday in Moscow.
The rating was prepared by Expert RA rating agency.
“Of 48 companies and corporations where the state has shares, which had to produce innovative development programs we managed to review only 16 [programs]. And only ten companies backed up their programs with innovative development strategies,” Dmitry Grishankov, General Director of the Rating Agency Expert RA, said.
He pointed out that the first five of the innovative program quality rating are fuel and energy complex’s companies, while machine engineering companies are apparently behind.
According to the Expert RA General Director, the companies such as ROSATOM and Gazprom have retained potent scientific center since the soviet time, and these centers proved to be very useful for producing the innovative development programs. Grishankov also noted that the Russian state-own energy companies nearly all of which have long-term strategies, a share of spending for R&D exceeds that of foreign competitors.
According to the presentation made by the rating agency, FGC spends for R&D 2.64% of proceeds, while EDF spends 0.7%. RusHydro and RAO ES of East spend 3% of their proceeds for R&D.
The innovative development programs were appraised using a five-point scale. The program indicators were divided into five blocks, including the innovative activity management, scope and structure of R&D, technological leadership, interaction with the innovative environ, and efficiency of production processes. The experts judged on the contents of each indicator using the said five-point scale.
According to the rating, ROSATOM has the first place with 4.07 points; the second place went to RusHydro (3.90 points), then FGC (3.83 points), Transneft (3.76 points), Gazprom (3.72 points), RZhD (3.65 points), System Operator UES (3.61 points, Rostelecom (3.52 points), United Aircraft Corporation (3.51 points), Microgen (3.47 points), Concern Almaz-Antey (3.30 points), Rostekhnologii (3.23 points, Koltsovo Airport (3.15 points), Murmansk Trade Seaport (2.99 points), Rosmortorg (2.97 points), and Uralvagonzavod (2.90 points).
Grishankov noted that only ROSATOM has a long-term (for 20 years) innovative development program, which can be called over-ambitious and very detailed. On the other hand, according to the rating agency’s materials, Concern Almaz-Antey has a program, which is “just two pages in size.”
