OREANDA-NEWS. June 18, 2012. President of the Republic of Belarus Alexander Lukashenko made some new appointments and personnel-related decisions.

The head of state has appointed as follows:

Sergei Doroshko  Head of the Department of Execution of Punishment of the Interior Ministry
Igor Yevseyev  Head of the Internal Affairs Department of the Vitebsk Oblast Executive Committee
The President has given his consent for the following appointments:
Igor Gayevsky  Deputy Healthcare Minister – Chief State Sanitary Doctor of the Republic of Belarus
Vasily Budkevich  Deputy Education Minister
Sergei Rudyi  Deputy Education Minister
Gennady Trubilo  Deputy Housing and Utilities Minister
Valery Kovalkov  Deputy Minister of Labor and Social Protection
Viktor Karankevich  Deputy Energy Minister
Sergei Semashko  Deputy Chairman of the State Committee for Standardization – Director of the Energy Efficiency Department
Gennady Anufreyenko  Director General of Mogilev Plant Strommashina
Eduard Gavrilkovich  Director General of Granit Company
Grigory Kosyachenko  Rector of the Belarusian State University of Physical Culture

Appointing top executives of the Interior Ministry, Alexander Lukashenko said those were not regular appointments. “I did not say for any reason that we should reform the Interior Ministry. We should reform it without breaking it as it usually happened in our country and in neighboring countries. We are not going to just rename the Interior Ministry and so on. It is just unacceptable for our society. We are not going to break down the structure because I believe the main body of the ministry and police departments is fine. It meets present-day requirements,” the head of state said.

“The structure that has been created has to be reformed. It is a principal and conceptual guideline for the development of our state. Reformation should also be understood as improvement,” the President said. “As part of the reform, first, we should prune non-core functions of the Interior Ministry. Second, we should take a look at personnel numbers. I mean that after reducing the numbers we should leave the money at disposal of the minister to reduce complaints about lack of funding. It may increase money allowance for police units”. Alexander Lukashenko instructed State Secretary of the Security Council Leonid Maltsev to control the spending of monetary resources.

“We should take a look at the army component of the Interior Ministry. It should be brought into compliance with present-day requirements,” Alexander Lukashenko said.

“If I planned some drastic remodeling and didn’t trust the Interior Ministry, I would not instruct the minister and his subordinates to submit reformation proposals. But we are not going for a radical remodeling of the Interior Ministry. Therefore, I am waiting for your proposals. But it doesn’t mean that the state secretary, who keeps an eye on the matter now, will not submit some additions to what you are going to present,” Alexander Lukashenko said. He remarked that the proposals will be used as indicators of the ability to modernize the ministry’s structure.

“Start with neighborhood police inspectors. Key reformation guidelines should be clearly stipulated everywhere,” the President stressed.
