FAS Is in Favour of Improving Rules for Non-Discriminatory Access
OREANDA-NEWS. June 09, 2012. Deputy Head of the Fuel-and Energy Department of the Federal Antimonopoly Service (FAS Russia), Olga Smirnova, took part in the II International Forum - “Aviation Fuel 2012: Consumption Forecast, Accounting, Quality”; section “Aviation Fuel Market: Demand-Supply, Competition, Pricing”.
In her presentation on “Creating Competitive Environment on the Market of Aviation Kerosene in the Russian Federation”, Olga Smirnova discussed the efforts of the Antimonopoly Service towards improving competitive relations in modern conditions, including continued monitoring of the situation on the market of aviation kerosene and exposing violations of competitive environment (competitive climate) at both the federal and regional levels. She especially focused on importance of preparing and drawing normative acts that form preconditions for developing competitive environment on the market.
Olga Smirnova also presented to the conference participants FAS initiatives for improving the Rules of non-discriminatory access to the services of natural monopolies in airports approved in 2009. “From 2010 to Q1 2012, FAS exposed over 30 violations of the antimonopoly law in Russia’s airports. These include fixing monopolistic prices for aviation kerosene and creating discriminatory access conditions and infringing the interests of air carriers. The revised version of the Rules of non-discriminatory access will enable reducing barriers for access to the market of aviation kerosene in airports and make conditions of its circulation more transparent”, pointed out Deputy Head of FAS Fuel-and Energy Department.
