The training exercises aim at practicing of actions of management bodies, all services and departments of the Branch in case of switching of the civil defense from the peacetime to the wartime. The command-and-staff training exercises were held simultaneously at several electric grid facilities of the Company. According to the condition to occur, “the actions of sabotage-reconnaissance groups of the enemy caused the explosion of a freight train on the railway station and leakage of toxic chemicals from damaged tanks”. The contamination area covered power facilities of Samara Distribution Grids. According to the exercise scenario, such sabotage operations also took place at other facilities of the Branch: the enemy exploded an oil pipeline in the Samara region, and the fire caused by leaking oil products destroyed two supports of a power transmission line and 200 m of wire. During fire extinguishing and repair operations, the fall of a support on oil pipeline and 110 kV power transmission line “Duboviy Umet-1” crossing caused the rapture of wires. In addition, the enemy attack fully and partially destroyed some power facilities of Samara Distribution Grids. The Government of the Samara region announced a total evacuation of residents of Samara, Tolyatti, Novokuibyshevsk, Zhigulevsk, Syzran and Chapaevsk. In the circumstances concerned, the assembly of management personnel of the Company was organized, the civil defense headquarters was open and the evacuation committee was formed. Management bodies, operational dispatch service, non-professional emergency response and rescue teams and all production departments of the Company switched to the civil defense preparedness mode. Full blackout mode was initiated over the Samara region. Power engineers of Samara Distribution Grids located the emergency areas. Accidents occurred at the power facilities were immediately reported to the training headquarters. Members of the working group of the civil defense headquarters processed the received information and prepared the response procedures for all services in the operational environment. Planned measures for elimination of technological failures occurred at the power facilities and for evacuation of Branch's personnel and their families from the area covered by the enemy sabotage groups were immediately reported to the Senior Officer of the command-and-staff training exercises. For the purpose of quick restoration of power supply to the life support facilities and industrial facilities, mobile diesel power stations were delivered to the emergency area. A point of personal protective equipment distribution among personnel was established in Samara Distribution Grids and prepared for operation within a short time. Responsible personnel showing high professional skills took all necessary emergency response measures at electric grid facilities and evacuated employees of the Company to safe places. All measures aiming at elimination of impact of the sabotage operations carried out by the enemy to disorganize and destabilize the operation of the distribution electric grid complex in the Samara region were fulfilled within a scheduled time due to precise organization and coordination. The training exercises were launched to achieve well-coordinated and quick work of all services and departments of the Branch in case of switching of the civil defense from the peacetime to the wartime. The results of the training exercises, knowledge and skills of the personnel of Samara Distribution Grids, a branch of IDGC of Volga, JSC, and preparedness to response to any emergencies will be evaluated at the telephone conference in IDGC of Volga, JSC.
