OREANDA-NEWS. May 29, 2012. Yaroslavl region has come up with a program of developing a territorial innovation cluster under the name ‘Gas turbines and industrial turbines engineering’ aimed at the development of research and production potential of the companies – members of the cluster and creating in the city of Rybinsk an environment facilitating the development of a high-tech, innovation-driven small and medium-size entrepreneurship.

The program was elaborated by the member-companies that are participating in the innovation territorial cluster founded on April, 12th 2012 bringing together the companies historically collaborating with NPO Saturn – the cluster coordinator – while creating a unified technological chain of designing and developing gas turbine engines and industrial turbines, and also by the representatives of the municipal administration of Rybisnk.

The following organizations will be participating in the research and training operation of the cluster:

RGATU – the cluster’s main higher education institution, NPO Saturn training center, FGUP VIAM (Moscow), FGUP RFYATS-VNIIEF (Sarov, Nizhny Novgorod region), IMSS UrO RAN (Perm), FGUP TSNII KM Prometey (Saint-Petersburg), TSNIISM OJSC (Khotkovo, Moscow region), IFTT RAN (Chernogolovka, Moscow region), ITPE RAN (Moscow), MAI (Moscow), PNIPU (Perm), KROK Incorporated CJSC (Moscow), PM-Expert CJSC (Moscow).

The production process chain comprises the following companies located in Rybinsk:

NPO Saturn OJSC, Saturn-Gas turbines OJSC, SatIZ CJSC, VolgAero CJSC, ReMO CJSC, NTS CJSC.

The cluster development program approved by the mayor of Rybinsk Mr. Yuri Lastochkin and supported by the regional governor Mr. Sergey Vakhrukov has the goal of creating several growing points. Firstly, it is to set up in Rybinsk a Technology transfer center which would incorporate the development in conjunction with research and training organizations of a cluster of new breakthrough technologies ensuring the R&D backlog of the cluster’s main member-companies. The next growing point would be the development together with partner-companies, suppliers of machine tools, tooling and specific tools of techniques to apply the breakthrough technologies in serial production. The new competences built as the result of collaboration with training and R&D organizations will pave a solid foundation for new training programs in Russian higher education institutions that train new employees for working at the cluster. The new products created as the result of common work and intellectual activity will be applied in serial products of the major cluster participants and will help create a new product line for small and medium-size innovation-driven companies.

The expansion of R&D and educational activity and production infrastructure, involvement of the leading scientific institutions of Russia, concentration of effort of the state development institutions and opportunities for international participants in the cluster establish the unprecedented conditions for creating small and medium-size companies in the city of Rybinsk.

In parallel with the implementation of the aforementioned plans, the City Hall of Rybinsk in close cooperation with the Administration of Yaroslavl region will be working on a gradual improvement of the living standard on the territory of the cluster. The program integrates a number of development projects providing for refurbishment and upgrade of housing, power, engineering and social infrastructure of Rybinsk.

On the initiative and recommendation of the Ministry of economic development of Russia and on the directive of United engine corporation, on April, 20th 2012 NPO Saturn – the cluster coordinator – submitted a proposal to include the program of developing an territorial innovation cluster ‘Gas turbines and industrial turbines engineering’ (Rybinsk, Yaroslavl region) in the ‘List of pilot programs of developing territorial innovation clusters’ which will be presented for approval to the government of the Russian Federation in the nearest future.

Research and production association Saturn OJSC – an engine-building company specialized in design, manufacture and aftermarket support of gas-turbine engines for military and civil aviation, power-generation and gas-pumping installations, the Navy boats and commercial ships. NPO Saturn OJSC is part of United engine corporation – a 100% subsidiary of the united industrial company OBORONPROM OJSC with the objective of engine-building asset management.

United industrial company OBORONPROM OJSC – a multi-field machine-building group of companies founded in 2002. It is part of GK Russian technologies. Its main fields of business: helicopter building (Helicopters of Russia OJSC), engine building (MC ODK) and other assets.
