OREANDA-NEWS. May 24, 2012. Jack Neushloss, Head of the Electric Power Sector of the SKOLKOVO Energy Center, spoke at the XII International Scientific-practical conference called: “Development of the Russian power industry: enhancing the efficiency, reliability, and environmental protection,”  which was held on 15-20 May in Barcelona. The expert presented the report on “Benefits of distributed generation, its benefits and obstacles faced in Russia.”

In his speech, Jack Neushloss noted that the distributed generation, i. e. the construction and operation of electrical and/or thermal power facilities performed by consumers for their own needs, as well as the supply of surplus power to the common utility lines are actively implemented in some countries nowadays. While in the North America and Western and Eastern Europe, the development of distributed generation is shifting towards the use of renewable energy sources (RES) and is supported by government programmes and related subsidies.

The expert explained that in Russia, the use of distributed generation is complicated by the fact that there is no economic stimulus for its development, the structure of the electric power sector is not adapted for the integration of small size generation, and that the housing and municipal services lack the tariff support addressing this issue. Nevertheless, under the conditions of significantly growing tariffs for consumers, the in distributed generation interest, especially shown by large industrial consumers, will inevitably rise. The number of construction projects increases and the installed capacity of distributed generation facilities, put into operation in recent years, is comparable to the installed capacity of new facilities built by generating companies.
