OREANDA-NEWS. May 23, 2012. The RA NA Delegation, which comprised of Artak Davtyan and Hrayr Karapetyan, led by the NA Deputy Speaker Samvel Balasanyan took part in the IPA CIS 37th plenary session, which was held in Saint Petersburg on May 15-18. During the CIS Inter-Parliamentary Assembly session 14 model laws were discussed. The participants highlighted the model law “On the Scientists’ Ethics in the Scientific Activity.” The authors of the law emphasized the scientists’ responsibility towards the whole humanity in the use of the scientific results.

At the plenary session of the Assembly the CIS observers’ report was submitted on the parliamentary elections, which were held in Armenia on May 6, 2012. The observers highly appreciated the procedure of holding the elections. They especially highlighted the provision of equal opportunities to all political forces participating in the elections for implementing the campaign and for covering them and the high preparedness of the electoral commissions. The observers stressed that healthy competitiveness.

The members of the NA Delegation took part in the works of the IPA Council and three standing commissions. Important discussions have been going on over the issue of creating a Youth Inter-Parliamentary Assembly of the CIS member countries. The Armenian Youth Parliament has been observed as a model experiment of creating such structure. Valentina Matvienko, Speaker of the RF Federal Council noted that most likely, in autumn the Youth Inter-Parliamentary Assembly of the CIS member countries would be shaped.

The Armenian parliamentarians also took part in the works of the CSTO PA Council and plenary session. Here also the parliamentary elections held in Armenia were highly assessed.

Within the framework of the events dedicated to the 20th anniversary of the IPA CIS and the 10th anniversary of the CSTO PA the heads and members of the NA Delegation of Armenia IPA CIS and CSTO PA enjoyed medals and awards for active and effective work.

In Saint Petersburg the NA Deputy Speaker Samvel Balasanyan attended the event dedicated to the 230th anniversary of V. Madatov, General of Armenian origin.
