Ukraine: Public-Private Partnership Requires Successful Examples
OREANDA-NEWS. May 18, 2012. The implementation of public-private partnership’s mechanisms will reduce the burden on the budget and tariffs. However, in practice, even the possibilities of the current law on concessions are being used insufficiently.
In Ukraine, as in many post-Soviet countries, concession projects have to build practically on a zero institutional foundation, the Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Anatoliy Blyznyuk emphasized. He said this during the First Conference "Modernization of Housing and Communal Services of Ukraine on the basis of public-private partnership’s mechanisms", which took place in Sumy today.
"Despite the high interest in the field of investment attraction and the presence of a developed regulatory regulation there has not yet worked out a positive experience. At the beginning of April in the field of housing and communal services on the basis of agreements of joint activities, concessions and rents have served only 39 sites: 4 in the treatment of solid waste, 14 in the heat supply and 21- water supply. There are being prepared 2 concession competitions," Anatoliy Blyznyuk informed.
