The No.1 Document of the Chinese Central Government in 2012 makes an overall deployment of agricultural scientific and technological innovation and puts forward to further enhance the supportive role of science and technology in agricultural development, reported the press-centre of ABC. 

As a main force bank serving Sannong (agriculture, rural areas and farmers), Agricultural Bank of China Limited (ABC) has been implementing the strategic deployment of "invigorating agriculture with science and technology" of the Central Government and proactively promoting the construction of agricultural high-tech parks. It is reported that ABC has established cooperative partnership with 65 national agricultural high-tech parks with services, covering all such parks.

Agricultural high-tech parks are the important bases for China to advance the promotion and commercialization of scientific and technological achievements in agriculture sector. As the sole financial institution among the members of Joint Office of National Agricultural High-tech Parks, ABC has contributed to the drafting and revision of all sorts of key documents about agricultural high-tech parks. Moreover, it provided constructive opinions and suggestions for such important documents as Guidelines for Agricultural Scientific and Technologic Parks, Administrative Measures for Agricultural Scientific and Technologic Parks (Trial) and Development Program for National Agricultural Scientific and Technologic Parks during the 12th Five-year Plan Period.

Meanwhile, ABC focuses on providing financial services to and building cooperative platforms with agricultural high-tech parks. It is learned that it has established cooperative links with all the 65 national agricultural high-tech parks. ABC Shaanxi Yangling Sub-branch started with supporting the infrastructure construction of agricultural high-tech parks, relied on leading agro-enterprises, and granted loans to farmer households, leading agro-enterprises and local science and technology-oriented educational institutions.

It has built an initial service system of financial supports to agricultural high-tech parks. By the end of March 2012, it had cumulative lent RMB350 million to enterprises in agricultural high-tech parks, RMB150 million to vocational colleges and over RMB30 million worth of micro-finance to farmer households. ABC Hebei Sanhe Sub-branch has developed special financial service solutions based on features of the Hebei Sanhe Agricultural Scientific and Technologic Zone, built a communication mechanism and help corporate customers with collateral insufficiency.

By the end of March 2012, it had cumulatively granted RMB150 million of loans to enterprises in the Zone and over RMB8 million of micro-finance to farmer households.
ABC will follow the spirit of the No.1 Document of the Chinese Central Government . It will carry out in-depth studies on modern agricultural development modes, focus on seeking effective combination between science & technology and finance, and continue to increase credit supports to agricultural high-tech parks.
