OREANDA-NEWS.May 05, 2012. At a meeting of FAS Expert Council on Railway Transport participants of the market of railway transportation and representatives of federal executive bodies: the Ministry of Transport, the Ministry of Economic Development, the Federal Tariff Service discussed the issue of developing market infrastructure in the field of railway transportation, reported the press-centre of FAS Russia.

Participants supported FAS initiative to form a commercial market infrastructure in the field of railway transportation, the objective of which is enhancing efficiency of railway transport market, and ensuring the balance of interests of consumers of railway transport and transport organizations, increasing efficiency of state control.

FAS proposes to form the “Market Council” Non-Commercial Partnership;

as well as put forward proposals regarding:

- Changes to the legislation on railway transport,

- Correcting the system of contract relations,

- State-by-stage development and introduction of a system of organized tenders on the market of railway transport.

FAS expects that in the near future participants of the Expert Council will put forward proposals regarding the reviewed plan of high priority measures aimed at implementing measures towards developing commercial market infrastructure in the field of railway transportations and its main bodies.

Based o the outcome of the meeting, FAS Expert Council will forward materials on developing commercial infrastructure as part of executing instructions of the Government of the Russian Federation.
