OREANDA-NEWS. May 03, 2012. The Cabinet of Ministers at the enlarged session has adopted the program "Affordable Housing". This was announced by Prime Minister Mykola Azarov during communication with the users of Facebook.

He noted that a few days ago a group of people came to the Cabinet Building demanding to solve their problems related to the fact that they have invested in housing construction a few years ago, but construction was stopped, and they can not return their money or get a flat.

"For some reason they blame our government, even though they invested in the construction when was another government, and you know in 2008 and 2009, from 10 construction projects every 7 had been stopped. And in the field of housing construction had been stopped almost all" - Mykola Azarov said. He stressed that this was due to the fact that there was an economic collapse: the banks had stopped lending to industry and construction workers, people who had taken foreign currency loans, failed to return them to banks, builders found themselves without funds and construction had been stopped.

"We inherited this problem. It is very difficult to solve it because the money of our people was wasted and the house had not been completed. In addition, these homes have been pledged to the banks. And so the builder could get a loan, he needs to find another mortgage, and they do not have constructors. He could draw the money of other buyers of apartments, but people do not believe him and do not intend to invest in the frozen construction. A vicious circle ", - explained the Prime Minister.

According to him, this is vicious circle, which the current government trying to break through the adoption of the "Affordable Housing". According to Mykola Azarov, the program will be implemented with full state maintenance. We are talking about persons on the affordable housing waiting list with low income. Such people will be given at 10-15 years a credit at a very low rate - 3% per annum. The difference will be compensated by the state. Office of the Savings Bank will sign a loan agreement with the citizen.

"Generally, the unfinished homes will be selected for this program, in which some of the apartments are not disposed. Thus, builders will have the funds needed to complete construction and commissioning of the house. There is a task for heads of RSAs to select these objects from among of unfinished construction and by the end of the year we plan that 35 thousand families will receive housing under this program. We called it the "minimum program"" - Mykola Azarov said.

According to him, next year will be implemented "maximum program": provides for the deployment in the country house-building plants that will work on the latest technologies and be able to build homes for 6-8 months for people for an affordable price. The Prime Minister also added that under this program in the settlements will be allocated areas.
