OREANDA-NEWS. April 23, 2012. Rosaviatsia prevents developing competition in the market of international transportation. The Commission of the Federal Antimonopoly Service (FAS Russia) found that the Federal Air Transport Agency (Rosaviatsia) violated Part 1 Article 15 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia. 

From various media sources, FAS received information about the situation with “TRANSAERO” Air Carrier” OJSC: the air carrier could not complete international unscheduled (charter) transportation of passengers and cargo from Moscow to Rome, Milano and Venice in the winter season 2011-2012 because the company was excluded from the Permit Protocol of charter flights on these routes.

“TRANSAERO” Air Carrier” OJSC repeatedly approached Rosaviatsia asking to allow completing international unscheduled (charter) air transportation of passengers and cargo on the Moscow- Rome, Moscow –Milano and Moscow – Venice routes in the winter period 2011-2012 on the basis of new temporary rights of Russia for international unscheduled (charter) air transportation of passengers and cargo to certain cities in Italy.

Rosaviatsia grants permits to air carriers with valid air operator certificates and licenses to transport passengers and / or cargo by air transport. However, Rosaviatsia failed to consider applications of “TRANSAERO” Air Carrier” OJSC.

According to FAS Commission, such actions of Rosaviatsia restrict competition on the market of international transportation on the Moscow- Rome, Moscow –Milano and Moscow – Venice routes, and deprive customers of their right to choose the air carrier, which results in fixing excessive airfare.
