OREANDA-NEWS. April 20, 2012. The Cabinet of Ministers has approved the draft law "On Amendments to the Law of Ukraine "On Status and Social Protection of victims of the Chornobyl disaster" – about free choice of institutions for resort therapy or a rest of people who suffered from Chornobyl disaster". The draft Act on the Government session was presented by vice Prime Minister - Minister of Social Policy Sergiy Tigipko.

The vice Prime Minister noted that a bill was designed to reform the corrupt procedures for issuing free passes for people who suffered from Chornobyl disaster - through the implementation of the principle of monetization. In particular, it is proposed to replace the issuance of free passes (and, accordingly, tenders) providing financial assistance to offset the cost of vouchers means noncash transfers of sanatorium institutions that provide services. A person himself will select resort therapy or rehabilitation in accordance with the queue maintained by the local management of social protection.

Thus, in fact, will be implemented the principle of "voucher" of therapy, which will completely abandon the tendering for the procurement of services to improve the health of sanatorium-health facilities.

The bill provides that the order of assistance will be determined by the Ministry of Social Policy - within the annual budget allocations and maximum amount of assistance, the average cost of the passes and order the payment of monetary compensation will be determined by the Cabinet.

"The project meets the objectives of economic reform programs of the President of Ukraine for 2010-2014 "Rich society, competitive economy, effective state" on the need to improve targeting of social assistance, social services and the prevention of corruption", - Sergiy Tigipko said.
