Actions of Bryansk Authority Can Result in Restricting Competition
OREANDA-NEWS. April 11, 2012. The Federal Antimonopoly Service (FAS Russia) initiated a case against Bryansk Regional Authority. The signs of the violation: changing criteria for selecting agricultural producers, peasant (farm) holdings for participating in a Target Programme in the Bryansk region. It can constitute violation of Part 1 Article 15 of the Federal Law “On Protection of Competition”, reported the press-centre of FAS Russia.
FAS established that Bryansk Regional Authority changed the procedures for granting subsidies to agricultural producers, peasant (farm) holdings in the Bryansk region, which resulted or could have resulted in reducing the number of participants of the long-term Target Programme “Developing Beef Farming in the Bryansk Region” (for 2009-2012), and preventing, restricting, eliminating competition on the market of beef farming.
Changes concerned the criteria for selecting agricultural producers, peasant (farm) holdings for granting subsidies to compensate the costs of purchasing breeding cattle, compensate the costs of reconstructing a livestock house for live-stock handling, as well as purchasing agricultural equipment for forage conservation.
