Uzbekenergo Discusses Improvement of Payment System
OREANDA-NEWS. April 11, 2012. Under the initiative of delegates of fraction SDPU "Adolat" and SJSC "Uzbekenergo" in Legislative Chamber of the Oliy Mazhlis, "Round Table" had been held on theme "Perspectives of improvement of payment system for the services on the basis of development of Information and Communication Technologies in sphere of Electric Power Industry". The experts and specialists in the field of Electric Power Industry had participated in the "Round Table", representatives of Department of Central Bank of the Republic of Uzbekistan, the State Tax Committee, Commercial and Industrial Chamber, "Uzgosenergonadzor", Chairman of the Public Fund "Makhallya" and many others, reported the press-centre of Uzbekenergo.
The competitive national economy is one of tendencies of today. The important factor in achievement of concrete results in this direction is creation of conditions for the further improvement of work of municipal sector of economy. Supply of the population with the qualitative services by the development and introduction of mechanisms of motivation of power consumption lowering, reduction of production cost and manufacturing expenses and as well as active distribution of modern telecommunication technologies is the witness of modern representation of development and progress. "The New Program Complex "Electro-metering" created by specialists of SJSC "Uzbekenergo" created for the purposes of the removing the limitation of the existing system of gathering of payment for the electric power from consumers has been shown to participants of "Round Table".
The innovation is developed on the basis of normative legal documents and technical assignments of SJSC "Uzbekenergo". The purpose of creation of the Program Complex "Electro-metering" became necessity to improve the existing system of gathering of payments for the electric power.
Today, the consumer in order to get the concerned information for existence or lack of debt shall go to the energy supply company, fills up receipts to make payment, stands in a queue to cash desk, etc. with the purpose to pay municipal services. In payment receiving offices, the payment notices are gathered in the postal packets and, by the moment of its receipt by the energy supply enterprises, payment appears to be overdue. Data from the parcel post are introduced into computer manually, it resulted in data discrepancy, in mistakes and also impact the processing operations of information on payments and consequently, to unwillingness of the part of consumers to pay the bills for the services timely. Certainly, the modernization of this system became the requirement of time.
With introduction of Program Complex "Electro-metering" the consumer receives the possibility to control personally the process of cash inflow to the personal account, and also to make it, being in any point of the country, with the help of information and communication system and the mobile device. If access is available to Internet network, the consumer has the opportunity to enter the “the Personal Cabinet” at the company site "www.Uzbekenergo.uz". Online technologies give advantage in granting the operative information to consumers through the “Personal Cabinet" and SMS-Messages. By means of the SMS-Center of SJSC "Uzbekenergo", the consumer receives the information on the personal account, processed payments. Distinction of Program Complex "Electro-metering" consists also in, that to know whether it is necessary to pay or not, to push the button on phone is enough. For energy supply enterprise management, the Program in the real-time mode enables to conduct the monitoring of timely execution of working functions of the personnel that allows exclusion the influence of the human factor both on the processes of calculations, and reliability of payments in real time mode.
The consumer can select himself one of the following methods of reception of payments and to make payment in online mode through the automated payment systems such as: System of payments of Commercial Banks;? Through Paynet system;? Through SMS-tulov.?
