RF Improves Government Services in Environmental Management
OREANDA-NEWS. April 09, 2012. A Working Group of the Government Commission for Administrative Reform examined the scope of reference of the Ministry of the Russian Federation for Environment and subordinate federal services and agencies and devised proposals towards optimizing government functions and services and removing excessive government regulation over environmental management, reported the press-centre of FAS Russia.
The Federal Antimonopoly Service (FAS Russia) drafted proposals for organizing auctions, including electronic auctions, and establishing unified auction procedures in terms of the standards of publishing information about auctions, bidders, the content of bids, as well as establishing a closed list of the grounds for refusing to participate in an auction.
The Ministry for Environment and the Antimonopoly Service devised proposals aimed at optimizing the system of standards for protection of the environment, in particular, directed for transition from preliminary to follow-up control, differentiated depending on the level of environmental danger.
The results of joint efforts of the two authorities are proposals for defining the categories of market participants depending on the level of adverse impact to the environment, removing mandatory permissions for pollution emissions, introducing notification procedures for informing the authorities about actual emissions.
In August 2011, the proposals were approved by the Government Commission for Administrative Reform.
No.329-r Order of the Government of the Russian Federation of 6th March 2012 approved an Action Plan for improving controlling-and-supervisory and licensing functions and optimizing government services in environmental management and protection of the environment, in particular, in the field of production and consumption waste disposal.
