Panel of Russian FCS Defined Priorities for Year 2012
OREANDA-NEWS. April 06, 2012. On 22nd February the meeting of the Panel of Russian FCS took place. The work undertaken by the Customs Authorities in 2011 was summarized, and the objectives of 2012 were defined.
Russian Customs officers provided the Federal Budget Income with 6029,32 billion roubles of customs and other payment (103,48% of the forecasted amount of the income). It is 1 699,23 billion roubles more than in 2010. The average daily income constituted 24,3 billion roubles. By the import of goods, the payment of 2115,14 billion roubles was received (by 21,98% more, than in 2010). It is the result of purposeful work to achieve the accuracy of customs declaration, the control over the customs value of goods, the correct goods classification, as well as the relevancy of rebates and preferences provision.
The average time, spent for the customs procedure in checkpoints in 2011 was 18 minutes per one cargo vehicle. The part of declarations, which are issued within 1 day, constituted 99,8%. It corresponds to the world's standards.
Modern customs technologies, electronic and Internet-based declaring, as well as preliminary informing were actively developing. More than 77% of goods declarations were submitted to the Customs Authorities in the electronic form via the Internet. Moreover, in the 1st quarter of the year, 64% of the total of submitted goods declarations was in the electronic form, but by the end of the year this value reached 90%. More than 500 thousand messages with the preliminary information about the goods, imported by vehicles, were received via the Internet. It is 200 thousand messages more than in 2010.
Since 1st January 2011, the Customs officers of
13 customs checkpoints, the centres of electronic declaring, were created within the framework of development of electronic customs declaration of goods and implementation of the technology of their remote issues. The competence of such checkpoints is limited by carrying out of customs operations, in respect to the goods, which are declared with the help of information technology of submission to the Customs Authorities of the documents in the electronic form.
In 2011, 96 customs checkpoints were closed, 43 new customs checkpoints were created, and the location of 50 Customs Authorities was changed.
The Customs Authorities gave more than 33 thousand consultations both oral and written in the form of state service that presupposes the information provision on Customs Legislation and consulting on the question of Customs affairs.
The application of the risk management system enabled to bring 16,4 billion roubles of customs payment to the budget, as well as to initiate 7,7 thousand administrative violation cases and 155 criminal cases. The cost risk indicators in regard to 4,7 thousand codes of Customs Union Commodity Classification of Foreign Economic Activity and other risk profiles were unified in collaboration with the Customs Services of Belarus and
The Customs Authorities initiated more than 1 thousand cases of administrative violation for the illegal use of trademarks, violation of the copyright and allied rights. More than 9 million production items were identified and later acknowledged as counterfeit by the Court, the damage for the sum of more than 400 million roubles was precluded.
As part of the task fulfillment for banning and restriction observance, the Customs Authorities brought to light more than 6 thousand void documents, submitted by the participants of Foreign Economic Activity to justify the conformity of the products to the safety requirements.
The efficiency of control over the Currency Legislation observance rose by 12%. More than 12 thousand administrative violation cases for the sum of more than 165 billion roubles were initiated and submitted to the Russian Financial Supervision Agency. Owing to the collaboration with the Bank of Russia, the volume of currency operations with the use of falsified customs declarations decreased by 13 times.
In 2011 the Customs Authorities initiated more than 4,5 thousand criminal cases (by 10,2% more than in 2010) upon the illegal traffic of drugs, weapon, ammunition, radioactive substances, currency valuables and cultural heritage objects. In 2012 the Customs Authorities will focus on the following activity directions, such as: expansion of application fields of the electronic declaring of goods, preliminary informing and the technologies of remote issue; increase of the efficiency of applied analysis and risk management systems; collaboration with the Eurasian Economic Commission; improvement of inter-agency collaboration with the authorized federal executive authorities to the extent of electronic information interchange on authorization documents, approving the restriction observance; carrying out of activities of the Customs Registration Concept and the customs control in the places, which are in the vicinity of the Russian State border; development of collaboration with the foreign states Customs Services and International Organizations; extension of the Approved Economic Operator institute; increase of efficiency of the customs control over the goods issue; anti-counterfeit campaign; organization of anti-corruption activities of the departments; detection and preclusion of illegal schemes of customs payment delinquency; improvement of currency control.
