OREANDA-NEWS. April 06, 2012. At an All-Russian Research-to-Practice Conference at Moscow State University devoted to important issues of competition law in Russia in view of adopting the third antimonopoly package, the Head of the Federal Antimonopoly Service (FAS Russia) Igor Artemyev presented a new text-book on “Competition Law in Russia” for universities, reported the press-centre of FAS Russia.

The text-book summarizes the overall legal framework of antimonopoly regulation, which has been rapidly developing within the past twenty years, comprising all details of evolutionary development of the antimonopoly law in Russia.

“We hope that the text-book prepared by us will be useful for the future generation of Russian entrepreneurs and executives of all ranks”, shared his opinion Igor Artemyev.

According to the Head of FAS, the text-book was prepared jointly with “Higher School of Economics” National Research University so that students, post-graduate students and simply those young people who are interested in modern Russian economy would be able to deeper understand the fundamentals of competition law.

Igor Artemyev also told the conference attendees about the efforts to form a specialized training centre of the antimonopoly bodes that should be opened for students in autumn 2012. “The main goal of the resource-and-training centre is to provide advanced qualification and professional retraining of staff in the main areas of FAS work”, said the Head of FAS Russia.

It is expected that the training centre will provide training, retraining and advance qualification to the officers of FAS Russia and its regional bodies, civil servants representing other state bodies, including judiciaries, the Ministry of Interior and the Prosecutor’s Office of the Russian Federation, as well as the antimonopoly authorities of the CIS member-states.

Since 2007, FAS has increased the number of investigated antimonopoly cases by 2.4 times. “First of all, it means that we have developed a solid, high-quality mechanism of work and enforcement over the violators of the antimonopoly law”, explained the Head of FAS Igor Artemyev.

However, according to Mr. Artemyev, FAS has a lot to achieve yet. For instance the Antimonopoly Service must complete the list of prohibitions applied to “vertical” agreements. FAS also should clarify the list of prohibitions applied to determine the grounds for initiating criminal cases after a decision is made on an antimonopoly case. “We need to legislatively determine a mechanism of cooperation between the antimonopoly bodies and the law enforcement bodies in investigative work upon the facts of violating the Federal Law “On Protection of Competition””, said Mr. Artemyev. The Head of FAS Russia expressed his big hope that future specialists and young researchers who attended the conference would be able to make considerable contribution to building-up a truly competitive model of Russian economy.
