Leningrad OFAS: Lenenergo Abused its Dominant Position
OREANDA-NEWS. April 02, 2012. The Commission of Leningrad OFAS Russia found that “Lenenergo” OJSC abused its dominant position on the market of electric power transmission, and technological connection to electric power networks (in violation of Part 1 Article 10 of the Federal Law “On Protection of Competition”), reported the press-centre of FAS Russia.
The case was initiated in December 2011 upon petitions of residents from Priozerie District, the Leningrad District. According to one of the petitioners, from October 2010 the network organization failed to connect the petitioner’s residential house to electric power networks upon the pretext that additional electric grid facilities must be constructed. At the same time, a new electric network of “Lenenergo” OJSC was laid on just ten meters from the boundaries of the petitioner’s plot. Another petitioner drew attention to the fact that as far back as in 2008 he had filed an application for technological connection to electric power networks, but as of the date of submitting the petition the connection works had not been completed.
The Commission of Leningrad OFAS Russia found that “Lenenergo” OJSC violated the antimonopoly law and issued a determination to eliminate the violations. The company can be imposed an administrative fine.
“At the Commission’s meeting representatives of the network organization could not find any arguments justifying why the petitioners had had to wait so long for being connected to electric power networks”, emphasized Deputy Head of Leningrad OFAS Russia, Gleb Konnov.
