Within his working visit Rustam Minnikhanov was accompanied by his Assistant Rinat Sabirov, General Director of JSC Tatneft Shafagat Takhautdinov, Manager of Volga District Rostekhnadzor Boris Petrov, Mayer of Nizhnekamsk Region Aydar Metshin, Contractors, Design and Commissioning Organizations.

The delegation was familiarized with the construction and installation progress of Combined Hydrocracking Unit. The President was reported on the current progress of works by such contractors as LLC  Neftegazengineering, JSC Kamgesenergostroy, LLC  Glavneftegazstroyservice and Tatelektromontazh.

Chief Engineer of Refinery Mansur Kalimullin told about the specific features of production process in OJSC TANECO Sulphur Recovery Unit which is currently under commissioning. The unit is designed to extract hydrogen sulphide from oil refining products and produce granulated elementary sulphur. Advanced technologies and modern equipment implemented in OJSC TANECO allow to ensure resources and energy saving and environment protection.

The Environmental subject was continued in control room and Laboratory of the Oil Refining and Petrochemical Complex Treatment Facilities where the delegation was presented with the environmental protection technologies applied in this production area. The main features of OJSC TANECO Treatment Facilities are zero discharge of waste water, possibility to return the treated waste water to production and recuperate all sludge and residuals. The distinguishing characteristic of the treatment facility is that there are neither primary nor secondary settlers. At the outlet of aerotanks the active sludge is collected by membrane bioreactors. Oil sludge, residues and excess sludge are dehydrated by means of space-saving centrifugal apparatus which allow to reduce space of the treating facilities up to 9.2 ha as well as fully exclude possibility of pathogen agents discharge into the atmosphere.

After the site tour Rustam Minnikhanov held a meeting devoted to Oil Refining and Petrochemical Complex implementation in Nizhnekamsk. OJSC TANECO General Director Kh.A.Bagmanov made a report on the progress of production, construction completion and integrated testing of the 1st Start-up Complex equipment. He informed that during integrated testing and operation of equipment 3 284 th. tons of crude oil had been already refined. At the moment the capacity of CDU-VDU reaches 93%, refining depth has been increased up to 71%, yield of light oil products – up to 45%.

Visbreaking heaters were transferred from natural to fuel gas of own production which significantly decreased consumption of the natural gas. Also a new product was produced – Purified LPG which is supplied as a feed to JSC Petrochemical Complex.

The report on implementation of the next Oil Refining and Petrochemical Complex Stage was presented by Head of Combined Hydrocracking Unit Division N.Zaikin. Large-scale construction activities had been started since 2011 when 1A1 Step facilities of Oil Refining and Petrochemical Complex were completed.

Combined hydrocracking unit which will be included in the production process of OJSC TANECO Oil Refining and Petrochemical Complex is designed to convert up to 2.9 mln.t. of vacuum gasoil per year. It will allow to increase the yield of light oil products and receive high-quality products.

During the meeting Rustam Minnikhanov noted that all Project Participants performed a significant amount of work. Gained experience should be considered to ensure completion of mechanical and commissioning works in time. The President also mentioned that the advanced technologies applied in OJSC TANECO should be replicated on the republican scale or over the Republic of Tatarstan.
