OREANDA-NEWS. March 30, 2012. Trial operation of cadastral and registration system started last week in Sevastopol city. If the pilot is successful, the system will be introduced throughout Ukraine earlier, without waiting for 2013. This was announced by Chairman of the State Agency of Land Resources of Ukraine Sergiy Tymchenko during a briefing at the building of the Cabinet of Ministers.

The bodies of the State Agency of Land Resources are already operating in transition automated system. All data is transmitted via secure channels of communication in electronic form. New cadastral and registration system differs in that it directly tied to the card and will have more than a dozen layers of information, such as normative monetary evaluation, soils, land, area restrictions, etc.

In July last year for the first time in the history of Ukraine adopted the Law "On State Land Cadastre," which comes into force on 1 January 2013. Still in Ukraine was not a single database on land Cadastre was conducted on paper that under opacity generated a lot of abuse. State Agency of Land Resources developed by the Cabinet of Ministers of Ukraine on the Procedure of Land, which is now in the final stages of approval. This is complex and lengthy documents, which will become an effective mechanism for implementation of land reform.

Now an inventory is a unified Geoinformational database on absolutely all areas of the country. All information is stored in one place, in electronic mode and in a single format. This is a revolutionary step towards a civilized society. Under this law is currently being developed sophisticated software for cadastral and registration system.

Ukraine is one of the last countries in the civilized world, which provides automated system inventory. Therefore the State Agency of Land Resources has a chance based on best international experience and the latest high-tech developments to create one of the most modern systems. The software is actually developed in cooperation with the World Bank - the cost of hardware-software complex (software and technical equipment of all district departments of the State Committee) is about 40 million dollars.
