Expert Institution to Investigate Aviation Accidents in Ukraine
OREANDA-NEWS. March 22, 2012. The National Bureau of investigating aviation accidents and incidents involving civil aircraft - a specialized expert institution will be created in Ukraine. The decree of the Cabinet of Ministers of Ukraine "On Establishment of the National Bureau of investigating aviation accidents and incidents involving civil aircraft" was approved by request of vice Prime Minister of Ukraine - Minister of Infrastructure Borys Kolesnikov.
The National Bureau will carry out an objective investigation of the aviation accidents, serious incidents, accidents, damages of civilian aircraft and aircraft on the ground that occurred in Ukraine (ie emergency events that occurred in Ukraine with domestic and foreign vessels, and the events with Ukrainian aircraft that took place in foreign countries and in international airspace). In the area of jurisdiction - also reveal of disturbance of air space of Ukraine.
In addition to direct investigations, National Bureau will work out recommendations to improve safety and disseminate best practices and methods of conducting independent investigations, safety management of the staff of airlines, businesses, organizations, air traffic services.
Under the resolution the National Bureau will include 40 experts.
Recall that creation of a specialized expertise agency to investigate aviation accidents - regardless of the competent authority for civil aviation, provided by an article 9 of the Air Code of Ukraine and article 26 of the Convention on International Civil Aviation.
Creation of the National Bureau of investigating air accidents and incidents of civil aircraft will settle the legal status of expert organizations and investigating aviation accidents and incidents will contribute to improving the level of safety by conducting independent investigations and prevention of aviation accidents and incidents in the future.
Permanent independent bodies on investigating aviation accidents and incidents have already created and operate In the Western, Central and Eastern Europe.
