Ukraine Increased Socially Oriented Budget’s General Fund Costs
OREANDA-NEWS. March 21, 2012. That the state budget’s revenue had been increasing sustainably within 2011 has enabled to increase social spending.
In particular, 2011 costs of socially oriented budget’s general fund, compared to 2009, increased by 58.6 billion UAH up to 228.5 billion UAH.
The floor wage has increased 8.9% last year. Furthermore, the 2011 minimum wage increase in Ukraine has been significantly higher than in both Europe and Russia. For example, Portugal’s floor wage grew 2.1%, Slovenian 1.9%, and France’s 1.6%, the Netherlands’ 1.4%, and Spain’s 1.3%, and countries like Bulgaria, Estonia, Ireland and Lithuania did not increase the floor wage at all throughout 2011. Russian Federation’s 2011 gain of the floor wage has been 6.5% while inflation was 6.1%.
High performance indicators of the budget execution within the first quarter 2011 enabled to amend the State Budget Law last June, providing for:
- Early increase of 1st tariff rank employee’s wage under Unified Rate Schedule by 11.6%;
- inter-qualification interrelation of remuneration of 1st to 7th tariff rank.
The 2011 budget changes have also introduced additional allowances, financial aids and benefits of employees involved in education, culture, health and social services.
Thus, within 2011, average salaries have grown as follows:
- for the highest category teacher - by 343 UAH, or 14.7% up to 2666 UAH;
- for the highest category surgeon in the hospital - by 359 UAH, or by 13.5% up to 3016 UAH;
- for the highest category therapist – by 309 UAH, or by 13.0% up to 2632 UAH;
- for the highest category paramedic - by 198 UAH, or by 12.5% up to 1780 UAH.
- for the head of the preschool educational institution - by 646 UAH, or by 29.2% up to 2855 UAH.
- for the highest category doctor providing medical care for patients with infectious tuberculosis - by 1736.0 UAH, or 67.4% up to 4310 USD.
"The two years of the government have increased socially oriented budget’s general fund costs by 34.5%", Deputy Minister of Finance emphasized.
