OREANDA-NEWS. March 20, 2012. The Ministry of Infrastructure has developed legislative changes aimed at improving the system of domestic passenger traffic. Follow-up meeting on problems of motor carriers and illegal transportation of passenger transport was held, chaired by vice Prime Minister - Minister of Infrastructure Borys Kolesnikov. "The main task is to transform civilized corridor", - Borys Kolesnikov said.

Carrying out the task of Borys Kolesnikov to withdraw from transport market illegal carrier the main directions of work focused on the implementation of organizational, legislative and regulatory and supervisory activities. Law enforcement bodies also were involved to put a stop to illegal passenger’s transportation. Among other measures over which the Ministry of Infrastructure of Ukraine worked - simplification of the competitions, reducing the number of documents that should present carriers.

According to available data, those carriers that systematically violated the law since the beginning of the year was revoked 126 licenses. One of the most effective levers of influence on these transporters is a temporary removal of the vehicle, which carried out the illegal transportation to special grounds.

In order to create favorable conditions for motor carriers, simplifying business in this market, to improve monitoring and supervisory activities and licensing specialists of the Ministry already have developed of numerous legislative changes. These are:

- simplification of the competitions;

- improve the system of domestic passenger traffic;

- extraction rules for approval of the organizer of transportation passport regular bus route;

- increase of the permit or agreement under which the carrier operates regular passenger bus route public;

- introduction of mandatory conformity assessment of professional competence of drivers of commercial vehicles and the issuance of the certificates evidencing their professional competence;

- revocation of license for failure to pay fines imposed;

- introduction of the European principle of licenses (competency, respectability, financial capability);

- refusal to issue a new license for a year in case of cancellation of the provisional;

- the right Ukrainian transport inspection to stop vehicles, and drawing up reports on administrative offenses.

It was activated work aimed at the prevention of illegal traffic.

In general it has been recorded over 147 destinations at which about 600 businesses were engaged in illegal traffic.
