This was started by vice Prime Minister - Minister of Infrastructure Borys Kolesnikov during a meeting on illegal transport.

According to market participants, the problem of illegal motor transportations – this is, first of all, the issue of transport safety: in fact making transportation without a license, a carrier does not insure a passenger and thus he is not responsible for the life of passengers. "We need to develop technical measures: we will go to any step that will improve transport safety", - said Borys Kolesnikov. He noted that in terms of accidents and, in particular, a death on the roads, Ukraine is one of the worst places in Europe. "People are lost on the roads - it can not continue", - vice Prime Minister said.

Effective way to detect violations of traffic rules is an introduction of the system of their contactless fixation. "The Ministry of Infrastructure will propose amendments to the budget will initiate the technical support of contactless commit violations of traffic rules. We are organizing help in solving this issue: we should determine the location and what the most appropriate hardware we have to install "- vice Prime Minister said.

Fixed on the photo or video violation, according to Borys Kolesnikov, remove any discussion as to whether a violation was made by one or another carrier, and then. Thus, numerous violations of traffic rules and disregard for safety of passengers may lead to revocation of licenses of a carrier.

According to Borys Kolesnikov, we need from 12 to 18 months to equip the major cities, and Zaporizhzhya and Lviv with such a system of fixing violations. "Video and Photo fixation - the only civilized way and effective mechanism to influence on unscrupulous carriers" - he said.
