Vice PM of Ukraine Spoke on Priorities of New Social Policy
OREANDA-NEWS. March 09, 2012. The current system of distribution of social assistance in Ukraine should be changed. This was announced by the Vice Prime Minister of Ukraine - Minister of Social Policy Sergiy Tigipko during enlarged sitting of the Cabinet of Ministers with participation of the President of Ukraine.
"Today we need to move from passive social policy, when we expect applications from citizens and officials pose additional obstacles, to the proactive," said Sergiy Tigipko.
The Vice Prime Minister stressed that the main priority of this policy, except increasing social benefits, is to be the introduction of modern principles of providing public services.
"We need trained skilled personnel - district social workers, who know well his area and by means of whom the state will be able literally bring social benefits to those who need it. We have to come to the people and to find out what authorities of social insurance can help by," focused the official.
In addition, according to Sergiy Tigipko, within frameworks of the New social policy, in particular, will be determined providing standards public services to the population. "To providing social services it is need to attract business and NGOs. Ineffective is a situation when the state finances independently and provides services to the public," said Vice Prime Minister. At the same time, the official emphasized that the state must control the quality of provision of social services, and relevant draft law has been prepared by the Ministry of Social Policy.
Sergiy Tigipko underscored that Ukraine, in his opinion, ready to switch to principles of the new social policy. "The state should set itself the highest level of social responsibility towards citizens," Vice Prime Minister noticed.
