OREANDA-NEWS. March 05, 2012. FAS representatives took part in a conference on “Enforcement Practice of the Federal Law “On Technical Inspection of Vehicles and on Introducing Amendments to Some Legislative Acts of the Russian Federation” and normative legal documents adopted to enforce the Law, reported the press-centre of FAS Russia.

The conference was attended by representatives of the expert community, direct participants of the market for the services of technical inspection of vehicles, as well as representatives of the State Duma of the Russian Federation, the Ministry of Economic Development, the Ministry of Education and Science, the State Traffic Safety Inspectorate of the Ministry of Interior, Federal Tariff Service, the Russian Union of Motor Insurance, “OPORA Rossii” National NGO of Small and Medium Business.

Discussions focused on unfair practices of some companies offering technical inspections and insurance companies, in particular, selling new type of Warrants of Fitness that are not signed by technical experts and without issuing cash vouchers or receipts, as well as selling policies of Compulsory Civil Liability Motor-Vehicle Insurance without compulsory technical inspections using test software, problems of training technical experts, service rating of on-site technical inspections.

Representatives of the expert community were informed about several amendments to the Law on Technical Inspection and to No.40-FZ Federal Law “On Compulsory Insurance of Civil Liability of Vehicle Owners” of 25th April 2002.

The Federal Antimonopoly Service (FAS Russia) received several complaints from economic entities and physical persons from different regions (Tomsk, Kaliningrad, Vladikavkaz, Elista, Khabarovsk, Ulan-Ude, St Petersburg, Orel) regarding violations in course of technical inspections and selling policies of Compulsory Civil Liability Motor-Vehicle Insurance.

Currently FAS is investigating these complaints to expose any signs of violating the antimonopoly law in course of state technical inspection of vehicles.
