OREANDA-NEWS. February 27, 2012. A meeting of a standing committee on labor safety was held at TATNEFT with participation of its structural divisions and management companies on the results of operation in 2011 and the main areas of organizational and technical work on the industrial and fire safety, occupational safety, industrial inspection, prevention of occupational injuries and accidents. The annual forum was also attended by representatives of regulatory bodies: Rostekhnadzor (Russian Federal Service for Ecological, Technical and Atomic Supervision), Rospotrebnadzor (Russian Federal Consumer Rights Protection and Human Health Control Service) and the State Labor Inspectorate of the Republic of Tatarstan and others, reported the press-centre of TATNEFT.

The meeting discussed the operation results for 2011 and the main areas of organizational and technical work on the industrial and fire safety, occupational safety, industrial inspection, prevention of occupational injuries and accidents in 2012.

A keynote address was presented by Nail Ibragimov, Deputy Director for Production - Chief Engineer of TATNEFT.

The purposeful work to reduce production risks and improve the process discipline performed in 2011 allowed to significantly lower the level of occupational injuries. The number of accidents among TATNEFT Company enterprises decreased by 3.5 times during the period of 2000-2011. The injury frequency rate in the year under review decreased by 2 times and amounted to 0.24. This was the lowest value in the last 10 years.

Standing labor safety committees of the Executive Office and structural divisions of the Company performed planned activities to prevent violations of safety requirements at the facilities and job sites.

For the purpose of improving the efficiency of the production safety system, as well as for the purpose of further improving relations in performance of operations and service rendering by the oil service companies the agreements on cooperation have been entered and are in force between TATNEFT and service companies with regard to the labor safety issues, while a number of local regulations in this field have been revised.

The "Program of TATNEFT in the field of industrial safety and labor protection for 2010-2012" has been developed in order to implement the requirements of OHSAS 18001 international standard. It is aimed at preserving life and health, as well as improving working conditions for the employees, reducing the accident rate and significant operational risks, improving the equipment operation safety and improving the facilities fire safety.

Purposeful efforts to improve working conditions, reduce production risks and improve the technological discipline were continued in the structural divisions of TATNEFT in 2011.

The Company continued upgrading the well workover rig fleet. The Company completed equipping repair and drilling crews of crude oil and gas production boards, as well as the ones of the management companies, with video monitoring and video recording systems.

The activities aimed at increasing the reliability and corrosion protection of equipment and pipelines enabled the Company to avoid any technogenic accidents in 2011.

TATNEFT continues implementation of a long-term ecological safety program, designed for the period up to 2015. During the year under review cathodic casing protection was arranged for 912 wells, while sacrificial corrosion protection against ground corrosion was provided for 730 km of oilfield pipelines. The Company produced 820 km of pipes for corrosion-resistant performance and more than 6 thousand tons of corrosion inhibitors with corrosion-resistant protective coating applied on about 30 thousand square meters of vessels and tanks internal surface. Repair works were fulfilled at 176 stationary oil recovery facilities.

In 2011 serious attention was paid to air monitoring in populated areas as well as to the condition of water bodies within the area of the Company activity. The industrial and sanitary laboratory of Tatneftegazpererabotka Administration performed more than 12 thousand air sample analysis. The chemical and analytical laboratory of UPTZH for PPD (Reservoir Pressure Maintenance Administration) performed more than 20 thousand analyses for the presence of pollutants in the water bodies of the oil region. TatNIPIneft Institute Departmental Laboratory of Radiation Control performed more than 13,000 measurements of the gamma radiation dose rate at the workplaces and the areas of crude oil treatment facilities. More than 15,000 studies of chemical and physical hazards at the workplace were performed.

The meeting program also included topical supplementary reports and presentations that complemented the keynote report in different areas of the Company's activities.

Representatives of the regulatory bodies highly commended the Company's activities in the field of industrial safety, occupational health and the environment control.

Awarding the winners of the contest "Best labor safety officer of TATNEFT" for 2011 concluded the event.
