OREANDA-NEWS. February 17, 2012. Last year, the Group Corporation carries out labor competition with the theme  "product management, cost improvement, environmental management, safety management". Each unit makes efforts to improve the effectiveness of the competition, fully launches active participation, innovates competition means and methods, achieves good results and exceeds the annual plan objectives, reported the press-centre of Baosteel.

Each unit combines labor competition with "deepening best practice activities and constructing autonomous workforce" and "benchmarking and continuous improvement". Through the optimization of key indicators and the improvement of key issues, the site management is enhanced and the autonomy of the majority of employees is cultivated. It provides support for primary management optimization and autonomous staff construction. Last year, employees throughout the company made 288000 rationalization proposals, of which 146000 are implemented and 2.77 billion yuan of economic returns are achieved. 1994 staff economic and technological innovation groups are set and 3827 innovation and research results are made.

Each unit continues to follow the project management method in implementing competition objectives, carefully designs projects and actively organizes the implementation. Last year there are 138 subsidiary level projects, 1441 factory and workshop-level projects and 2349 operation site and team-level projects.For instance, Baosteel Co.,Ltd. carries out process cost benchmarking and improvement labor competition. In 178 benchmarking and improvement projects, 102 projects'  competition performance reach the standard index level, with a rate of 57%. There are 115 projects whose performance  is better than the year 2010, with a rate of 65%. Baosteel cold rolling mill focuses on market and carries out "enhancing car plate rolling amount" special competition. Through internal potential tapping, the annual3 cold rolling mills' yielding improves greatly, reaching up to 127% of the competition's planned target.

When organizing the competition, each unit takes into account production and management  actuality and workforce status, and carries out targeted special competition and the effect is obvious.Bayi Steel carries out "becoming the best practicer, and enhancing team cohesion" labor competition, does monthly comprehensive assessment on each team and monthly recogizes, rewards and promotes outstanding teams and team leaders. Ningbo Steel Hot Rolling Mill  organizes "reducing hot rolled coil width judgement changing" and"lowering the amount of scrap and waste steel" labor competition in the four production operation sites and achieves good results.

Baosteel Engineering fully applies the "PDCA + seriousness" management model in " receivable accounts clean-up" special labor competition and strengthens the responsibility system building.Baosteel Chemical Baoshan Branch and Meishan Branch carry out "chemical production process cross-plant benchmarking" and "wastewater treatment process  cross-plant benchmarking" and "benzene hydrogenation production technology  cross-plant benchmarking" project labor competitions. The production process exchange in two places promotes the solving of the production problems, breaking of  the process  bottleneck and continuous improvement.Baosteel Development's material company carries out "reckoning up accounts and taking responsibility" labor competition. Through the operation site and team production data publicising, staff's cost management awareness  is strengthened.

Each unit has also developed a security "100" team (site) competition plan and has carried it out in an orderly way based on safety "100" 10 standards. Last year, there are 26787 3rd level network monitoring, 69588 rectification and reform proposals are put forward and 68199 of them are timely rectified, with 98% of timely treatment rate. Safety representatives raise 73862 safety information items, 71601 are timely implemented, with 96.9% of  timely processing rate.
