Ukraine: Lowering Tax Burden to Improve Business Climate
OREANDA-NEWS. February 15, 2012. Lowering the tax burden is an important component of work to improve the business climate and stimulate economic growth in Ukraine. This was stressed by the First vice Prime Minister - Minister of Economic Development and Trade of Ukraine Andriy Klyuyev in an interview.
According to him, depression of the number of inspections and regulatory bodies - the principal position of the Government. First vice Prime Minister said that it is referred not only to a moratorium on tax audits of small and medium businesses, which is in 2012, it is referred also to a gradual decrease of total tax checks. Introduction of analytical methods for finding subjects shadow economy allows you to find the perpetrators without wasting time and nerves of honest taxpayers.
Andriy Klyuyev noted that success of legalization of economy will depend not only on law enforcement methods, but on measures to reduce the regulatory burden on private sector and continuation of minimization of bureaucratic procedures related to business. Withdraw from the “shadow” has become profitable, first deputy head of the Ukrainian government said.
"Implementation of rules and procedures and methods of inspecting and controlling bodies, which should minimize contact with entrepreneurs, will not only make life easier for business but also reduce corruption pressure. This applies to all areas of deregulation"- Andriy Klyuyev said. As an example he cited the law on administrative services, which will be considered in Parliament in second reading. The document provides the creation of centers of administrative services at the basis of licensing centers which should also start working on a principle "one stop window" so as representatives of the companies did not go by different authorities, the First vice Prime Minister said.
According to him today many of procedures are being simplified. For example, the time for obtaining information in the tax service reduced the average tripled.
Andriy Klyuyev also reminded that the Tax Code provides not only a gradual decrease in taxes, but tax breaks for companies that implement energy efficiency projects. The First vice Prime Minister urged local businesses to use these tools actively.
Recall that from the beginning of 2012 year the tax rate on income tax reduced to 21% from 2013 year it will be 19% and since 2014 year - 16%. The VAT rate will be reduced from 20% to 17% since 2014 year. Previously, the number of payments of taxes in Ukraine amounted to 135, but today it remains 24.
